Gotham Pier is a gathering place for illicit activity. Tobias Whale used the pier for a weapons smuggling operation but Batman and Alfred Pennyworth broke it up. From afar, Anarky observed Batman in action. A few months later, Tobias Whale raided a Stagg Industries warehouse on Gotham Pier. Batman intervened and captured Whale for the police. The League of Assassins shipped their master Ra's al Ghul to the Gotham Pier but Anarky intervened and stole the crate he was inside of.
