Gotham City Police Department headquarters is a massive complex that also houses a modest prison facility. Anarky, however, was able to bypass security and break out Daedalus Boch and Junkyard Dog without incident. Likewise, Batman was able to infiltrate Lieutenant Gordon's office. In order to testify against the mob, Humphry Dumpler was brought to the Gotham City Police Department. Ice Pick Joe, an agent of Tobias Whale, attempted to assassinate him with a rocket propelled grenade just outside police headquarters. Six months after the League of Assassins' blackout, Harvey Dent led a team of requisitioned S.W.A.T. officers to the roof and attempted to arrest Batman and Katana while they met with Commissioner Gordon.
