Gotham City is a modern American city and home to several industrialists, including Bruce Wayne, Simon Stagg, and Michael Holt. The city is infamous for being plagued with crime of all shades. In recent times, a costumed vigilante named Batman rose up to defend the city. Five to six years later, crime still exists but is on the decline. Anarky attempted to blow up Gotham's sky tram but Batman diverted the trigger magnet's pull by closing the circuit. Ra's Al Ghul and the League of Assassins successfully used the Ion Cortex to black out the entire city. Ra's believed Gotham held itself up as a symbol of hope to the world for far too long. He planned to make the city the new base of the League, cleanse it of excess and restore it to greatness. During the crisis, part of the city came under seige by the Ghosts. In order to deal with Batman, Ra's freed six criminals from Blackgate Penitentiary and promised a piece of the city to whoever brought Batman to him. Once Barbara Gordon destroyed the Ion Cortex, Gotham's power was restored.
