The Council, under the leadership of Dr. Anatol Mykros, built a cloning program after 20 years of research. Through the modified DNA of Paul Kirk, the Manhunter, the Council created an army of easily controlled soldiers to take over world with. Each clone is mindless, inorganic, cold, unfeeling, and always follow orders. The Council controls each clone through a subdural transmitter. Dr. Horace Spangle learned about the Council's true agenda and defected. He gave the original Manhunter a weapon armed with anti-clone toxin that would disintegrate a clone upon impact. They were dispatched across Gotham City to apprehend Dr. Spangle, Manhunter and Dr. Ava Kirk, Manhunter's daughter. Manhunter teamed up with Batman, Katana and Alfred Pennyworth to rescue his daughter and take down the Council. After Dr. Mykros was arrested, Manhunter and Spangle set out to hunt down and destroy any left over clones.
