The Ghosts are a gang of mostly small time criminals who inhabit the Cauldron. After Gotham City's financial crisis turned the Cauldron into a no man's land, the Ghosts moved in. The police attempted to clean up the neighborhood but failed. Since the Ghosts kept to themselves, the police backed off. During a hostage situation, Milo Match made a deal with the Ghosts. In exchange for a full fuel tanker, the Ghosts would provide security and guard against the likes of Batman. Batman and Katana took out the Ghosts with relative ease in their search for Barbara Gordon.
After the League of Assassins caused a city-wide power outage, the Ghosts emerged from the Cauldron and invaded the city. They moved miles from their base as far out as 83rd and Grand. A police roadblock on Kensington failed to stop them. A group of Ghosts came upon the mobile command unit taken by Lieutenant Gordon and his daughter. Batman responded to Barbara Gordon's distress call and took down the Ghosts.
