Houston Raines is a weatherman with Gotham City's Channel Six News. He became infamous for never getting a weather report correct in years. Raines was selected to be master of ceremonies for the Gotham Museum's gala opening of a new Inca installation. He introduced Bruce Wayne and Cyborg to guests of the gala as the two main contributors to the exhibit. Before he could finish extending thanks to others, Raines was interrupted by the Joker and shoved aside. The night of a parade in the Joker's honor, he broadcast a newsflash ahead of the festivities. One of the personas Joker posed as appeared to be in mockery of Raines.
