James Gordon is the police commissioner of the Gotham City Police Department. Not one for social events, Gordon dislikes them primarily because people seem to think he has the authority to have potholes on their streets fixed. It was more of the same at the opening night gala for The Aviary, Gotham's newest tallest building. Gordon's gut instincts told him Oswald Cobblepot, the building's owner, was up to something. Bruce Wayne arrived later on and spoke with Gordon. They were interrupted by socialite Gladys Windsmere. Wayne introduced her to Gordon and she took him by the arm then talked about a pothole in the middle of her block.
After Cobblepot activated a force field around The Aviary, Commissioner Gordon had the police surround the area. He ordered Cobblepot, now calling himself the Penguin, to surrender or they would force their way in. Penguin goaded them into attempting entry. Gordon motioned the police tank to fire. After it failed to make a scratch, Gordon doubted what to do next. Luckily, Batman and the Flash arrived. Doubting they would fare any better, Gordon let them try. Using Dr. Kirk Langstrom's knowledge of the field's transmitters, Batman used an armor to mimic the frequency and walk right past the field. Gordon stepped back as the Flash made a second attempt and ran even faster into the field. He watched as the heroes saved the city from the Midas Heart with Penguin's own force field.
On the night of November 1st, Gordon went to S.T.A.R. Labs to enlist the help of Cyborg in regards to a theft the night before. He uploaded ruined security footage to Cyborg's subnet then revealed the police didn't know what was stolen and according to inventory, everything was still present. While Cyborg worked on the feed, he asked what lab got hit. Gordon revealed it was an artificial intelligence research lab belonging to a Dr. Ivo. Dr. Stone, Cyborg's father, recognized the name and noted Ivo made huge strides in self-contained sequencing code to perfect a fully functioning, self governing artificial intelligence. Gordon asked if that was valuable and Dr. Stone confirmed. Cyborg cleaned up a couple of micro-seconds and revealed the thieves were Scarecrow and Silver Banshee. Gordon noted Scarecrow liberated them from Arkham Asylum on Halloween night. In the afternoon the next day, Gordon set up a modest unit in the Gotham Museum to keep security on a lockdown for the gala that night.
During the museum gala, the Joker made his appearance. The police set their laser sights on him but Gordon ordered everyone to hold their fire. Once the Tyrannosaurus Rex exhibit seemingly came to life, Gordon ordered everyone to fire on it but no damage was done to it. After it revealed itself to be Clayface, Gordon and the police scrambled to capture him and Joker but lost them in the confusion of the terrified gala guests. Once Joker took over the city with his Digital Laughing Virus, he appointed Solomon Grundy to be sheriff of Gotham. As the new head of the police force, Grundy busted Gordon back down to a beat cop. Luckily, Gordon still had his old uniform and it fit. Gordon took two officers with him to the roof of the Gotham Police Department and had them burn some wood in three barrels to light the Batsignal. Batman and Gordon conferred over the crisis. Batman asked Gordon to do what he could from inside the force and keep the peace.
Grundy ran the police like it was kindergarten and had the officers entertain him with games like hide-and-go seek. The next night, Gordon and Batman met again on the roof of police headquarters. Batman revealed he and his allies were going to take the Joker down that night during the parade in his honor and asked Gordon to be ready to help. During the parade, on Grundy's float, Gordon pretended to see Batman and shouted out for Grundy to fire his bazooka. The other officers followed his lead and tricked Grundy into wasting his ammo. Before Grundy could reload, Gordon tapped a remote and Grundy fell down a trap door into the float where he was restrained by a machine. With the city and world saved, the police rounded up the villains into a transport. Grundy admitted to Gordon he let him win at hide-and-go-seek. Clayface impersonated Gordon after he was set free by Penguin and Mr. Freeze but only Robin fell for the ruse. A giant Killer Croc made his way to the Gotham Police Department.
Gordon ordered the police to open fire. Nothing, not even the tanks hurt Croc. Croc prepared to take a swing at the roof but Gordon blinded him with the Batsignal. The Flash carried off the two officers with Gordon. He was relieved they were safe. Nightwing grabbed Gordon and fired his grapple. Nightwing, Flash, Gordon, and officers directed citizens into the police department. A giant Bane soon arrived and attacked Croc. Gordon wasn't too surprised since it was Gotham City. They watched as Batman arrived in his Bat Mech. Once Bane and Croc were defeated and shrank back to normal size, Gordon and the police arrested them. As the criminals were loaded up, Flash asked what would happen with Mr. Freeze since he helped them. Gordon believed he would get a trial but be placed in Arkham. Freeze understood and reminded Robin he helped start the incident. Commissioner Gordon led police against the giant Bane and Killer Croc while they attempted to breach Arkham Asylum. He and officers were forced to retreat when Bane threw a piece of building at the tanks. Nightwing netted Joker, Scarecrow, and Penguin as they tried to escape. They landed at Gordon's feet. Croc and Bane were piled behind him.
