S.T.A.R. Labs is a private firm specializing in making advancements in all fields of science and technology. They operate branches all across the globe, including Gotham City. Their security team is outfitted with advanced mech suits. The Gotham branch was chosen by the Penguin to house one of his force field transmitters under the cover of a hi-tech theft. Blade Wolf jumped over the perimeter wall, took down three guards, and entered the lab. Batman saw the guards disabled and investigated. He stopped the Blade Wolf from finishing the theft and destroyed the laser security system. The wolf shot its tendrils into the ceiling and escaped. Batman pursued him across the rooftops. On Halloween night, Scarecrow and Silver Banshee broke into an artificial intelligence research lab run by Dr. Ivo. They overwhemlmed the security feed and got past infrared tripwires, a laser cage, and sonic alarms. They stole Ivo's fully functioning, self governing artificial intelligence.
Commissioner Gordon decided to go to Cyborg for help in cleaning up the feed and figuring out what was stolen. Dr. Stone finished adding the lastest upgrades to Cyborg, including 360 degree tracking and axis management and jet propulsion. As Cyborg incorporated them, Stone set up several targets for him to try the upgrades out on. Gordon introduced himself to Stone and uploaded the feed to Cyborg's subnet. Cyborg cleaned up a few microseconds and got a shot of Scarecrow and Silver Banshee. Cyborg passed the information along to Batman but both were concerned the theft was not the M.O. of any of the two.
