The Gotham Police Department headquarters in Gotham City is a structured as a tower. During the Jokertown incident, James Gordon went to the roof with two officers. Unable to use any technology, Gordon had them burn wood in three metal barrels near the Batsignal projector. The flames helped illuminate the signal in the sky. Batman arrived and spoke with Gordon. Batman asked to him to do what he could do from the inside and keep the peace. Batman promised to keep in touch and left. Before the Joker parade, they met on the roof again. Batman informed Gordon he was going to take Joker down that night during the parade and asked for Gordon's help. Gordon quickly agreed to. Solomon Grundy, appointed head of the police by Joker, found Gordon and ended the latest game of hide-and-seek.
After Killer Croc and Chemo froze Gotham City in their monster forms, Croc converged on the police headquarters. He made short work of the assault tanks stationed at the tower. Gordon shined the Batsignal projector in Croc's face and blinded him. Flash arrived and took the two officers with him to safety then Nightwing carried him off just as Croc smashed the projector. Gordon, Nightwing, and Flash directed citizens in the tower. Dr. Langstrom, Robin, Nightwing, and Flash began constructing the L06-D-05 Laser Cannon atop the tower in an effort to neutralize Clayface. The first attempt failed but Mr. Freeze offered his help and one of his Arctic Devices. Freeze was able to freeze Clayface solid just as he reached the tower.
