Gotham City is a futuristic American city and is protected by various superheroes led by Batman. Downtown is located near the center of Gotham with Upper West Hill north, Central Heights and China Basin south, West Chelsea Hill to the northwest, Cobble Hill to the northeast, East Parkside to the east, and the Narrows far north. Dominated the the wealthy elite, Gotham is home to the Wayne and Cobblepot families and their various firms, such as Wayne Enterprises and Bumbershoot Mechanics. Tech firm S.T.A.R. Labs maintains a branch in the city.
Oswald Cobblepot, the Penguin, used his inheritance and seven years to build a high rise tower called the Aviary and hired Dr. Kirk Langstrom to build advanced Cyber-Animals for Bumbershoot Mechanics as part of a master plan to alter the path of the fabled Midas Heart asteroid and mine its gold core, destroying the majority of Gotham in the process. The Penguin's team of supervillains, the Animilitia, stole needed components then spread 12 transmitters in locations around the Aviary in order to form a protective force field, including the Gotham National Bank, S.T.A.R. Labs, Jewelry Store, and the Gotham Zoo.
Batman, Nightwing, Red Robin, Green Arrow and the Flash were unable to thwart the Animilitia and were unaware of their plans until it was too late. With Dr. Langstrom's compliance, they were able to match the Penguin's force field and the Flash shut it down. Red Robin uploaded a computer virus into the Cyber-Animals. The others took down the Animilitia and scrambled to protect the city from the Midas Heart with the Penguin's own force field. Standard crimes continue to plague the city but Batman, Nightwing, Red Robin continued to fight back with the aid of Green Arrow and The Flash.
On Halloween night, Scarecrow helped break Solomon Grundy and Silver Banshee out of Arkham Asylum. They made their way into the city and easily blended in with citizens dressed up in costumes. However, they were insulted by a trio in a car dressed as heroes. Grundy and Banshee took their car on a joyride and gained the attention of Nightwing, Green Arrow, Red Robin, and Batman despite Scarecrow's orders to be discreet. Scarecrow and Banshee broke into S.T.A.R. Labs and stole Dr. Ivo's artificial intelligence. The next night, Clayface kidnapped Gogo Shoto from his company's headquarters while Solomon Grundy stole an atomic battery from Gotham Power.
Gogo Shoto was taken to the Joker's hideout on the Boardwalk and forced to build a specialized computer virus dubbed the Digital Laughing Virus. The next night, they disrupted the Gotham Museum's gala opening for the new Inca installation. Joker stole the Inca Rose Stone and headed north on Lake. Chased by Green Arrow, Nightwing, Red Robin, Cyborg, and Batman, the Joker set off his virus and took control of the city in an instant. With complete control of the city's digital grid, Joker declared himself king of Gotham. He appointed Grundy head of police, Clayface baron of candy and ice cream, and Scarecrow was in charge of everything else. Scarecrow effectively put a bounty on Batman and his allies. Any citizen who reported sightings of them got to use their car for an hour. They determined the location of Joker's hideouts through the particulates found in samples of Clayface and the sound of a navigational buoy in Joker's dispatches.
Batman, Nightwing, Red Robin and Green Arrow raided the Boardwalk hideout. They freed Gogo Shoto and took Cyborg into their possession but Joker and his team got away. They occupied the Gotham News building's control-room with intent to upload the artificial intelligence into the mainframe and transmit the virus worldwide. The upload would finish in 10 hours, sometime during a parade the Joker ordered to be held in his honor. Batman recognized the Channel Six set during a dispatch and went alone to take down the artificial intelligence while James Gordon, Green Arrow, Nightwing, and Red Robin took down Joker's team with discretion. Joker planned for the event of Batman's interference, and Cyborg was unlocked as part of his failsafe measures. With seconds to go, Batman infected the intelligence with a virus and prevented the global transmission. Joker set up his second transmission and wrecked havoc on the city with his Joker Robo Rampage Armor as a distraction. Batman and the others took down the armor with World War II vehicles borrowed from the Gotham Museum.
Joker flew off in a battlesuit he stole from Wayne Industries. Batman soon realized the second transmitter was Cyborg. Cyborg scanned himself and found the stolen Inca Rose Stone was embedded in his left arm to help amplify the transmission signal. Cyborg located the suit's central core and attached the stone. The feedback generated caused everything to shut down and the world was saved. The suit detonated and plunged into Gotham Bay below. The Joker avoided detection and emerged on the other side of the day and staggered off. The Joker was eventually captured by Batman after a failed heist of Gotham National Bank. While on nightly patrol, Batman took care of some trouble in the Bowery then returned to the Batcave. Some time later, he and Robin departed for Wayne Tower to attend the new technologies showcase as Bruce and Damian Wayne. They had to slip out when a break-in at Arkham Asylum was detected. The Penguin and Mr. Freeze broke out Bane, Chemo, Killer Croc and Clayface.
Despite Batman, Robin, and Green Arrow's intervention, they escaped into the sewer tunnels under the asylum. They returned to a hidden cove near Gotham Harbor and Freeze synthesized Monster Venom. Killer Croc was the test subject. He grew into a giant and rose from the harbor. He engulfed some of the ocean water and generated ice breath, freezing the city despite it being the summer. Chemo soon joined him. Nightwing and Green Arrow helped escort citizens to safety in Downtown. Killer Croc went into the city and planned to assault the Gotham Police Department Headquarters. Penguin double-crossed Freeze and both Bane and Clayface injected themselves with Monster Venom. Clayface picked up Freeze and flung him across the city. Batman and Green Arrow converged on Wayne Enterprises and deployed in their mechs. The Arrow Mech battled Chemo in the Gotham Harbor while Bat Mech took on Croc and Bane near the police department. Penguin and Buzz surveyed their new kingdom in the meantime.
Dr. Langstrom, Robin, Nightwing, and Flash assembled a L06-D-05 Laser Cannon on the roof of the police department and froze Clayface. Bat Mech took down Croc and Bane then came to Arrow Mech's aid against Chemo. Green Arrow was forced to eject from his crippled mech. He hitched a ride on the Bat Mech as it returned to the city and tracked down the Penguin. After the villains were rounded up and transported back to Arkham Asylum, the children took advantage of the remaining snow and played. The frozen Clayface was shattered by accident. Back to normal, Clayface slipped into the sewers.
