On Gotham City's Boardwalk, there were fairgrounds on the Gotham Pier. It was since abandoned and condemned. Left to rot, it made the perfect hideout for the Joker. He used parts from a condemned ride and built his Gorilla Cycle. The night after Halloween, Clayface took Gogo Shoto the the Boardwalk. Shoto came to and was surrounded by Clayface, Scarecrow, Silver Banshee, Solomon Grundy, and the Joker. Joker stated he needed Shoto's help to play an "amazing practical joke" on Gotham. In short order, Shoto built a special computer virus for Joker. It was named the Digital Laughing Virus. Since Clayface attracted particulates, Green Arrow was tasked with identifying what he could in samples taken from Red Robin in order to determine Joker's hideout. Arrow found a concentration of mineral salts, mollusk shells and coralline algae. Batman observed they made up sea spray and sand, which put the hideout on the coastline. He determined the source of Joker's transmission signal had to be centralized.
Nightwing noticed a slight reoccurring noise in Joker's dispatchs. Batman listened and concluded it was a navigational buoy that surrounded the docks. Batman concluded Joker's hideout was at the fairgrounds and planned a raid. After the Joker went on a supply room, Green Arrow flushed the others out with a gas arrow. Arrow took on Silver Banshee through the fairgrounds, Red Robin searched for Gogo Shoto and Cyborg in the Joker's building, Solomon Grundy followed Batman into the Tunnel of Love, and Nightwing entered the House of Mirrors in search of Scarecrow. Just as the foursome was rounded up, the Joker returned with Ace, Cyborg, the Batmobile and Batplane under his control. Joker freed his team while Batman and his allies were preoccupied. Red Robin gave Shoto his Hoverboard and instructions to meet up later. Arrow led Ace across the roller coaster before landing a miniature rocket ride on it. Nightwing crashed the Batplane into the Gotham Bay. Red Robin and Batman's battles with Cyborg and the Batmobile respectively spilled out into the streets nearby.
After the Jokertown incident, Batman and the Joker battled on the carnival grounds. After Batman disarmed Joker of his mallet, Joker ran into the House of Mirrors and boarded his Joker Robo Rampage armor. Batman summoned his own help, the CybeRex. Together, they destroyed Joker's robot arm by arm then imprisoned him in CybeRex. Batman and Green Arrow later pursued Joker through the fairgrounds. Joker countered their projectiles with prop weapons but was finally caught when Green Arrow blew up his bumper car and Batman netted him to a wall.
