Arkham Asylum is a private medical facility for the criminally insane of Gotham City. In recent times, it has come to also house the super-powered psychopaths who were members of Batman's Rogues Gallery. Killer Croc and Cheetah broke out of the Asylum and went on a three months spree. On Halloween night, Scarecrow helped Solomon Grundy and Silver Banshee escape in order to take part in Joker's latest plan. Grundy punched a hole through the main building then the perimeter wall rather than try to scale it and avoid the laser grid up above. A few days later, the Joker's plan was foiled by Batman, Green Arrow, Nightwing, Red Robin, and Cyborg. Scarecrow, Clayface, Silver Banshee, and Solomon Grundy were captured and taken back to Arkham Asylum.
The Penguin convinced Mr. Freeze he could get him the monsters he needed to defend his home in the Arctic from Gotham City. They broke into Arkham by drilling up from underground. The lead officer ordered the perimeter to be sealed off and initiated full lockdown protocols. Mr. Freeze easily froze and immobilized the Gotham Police Arkham Division. Penguin and Freeze bypassed the cells of Hush, Mad Hatter, Cheetah, Two-Face and Joker to free Bane, Chemo, Killer Croc, and Clayface. Alfred Pennyworth notified Bruce Wayne of the break-in. Batman, Robin, and Green Arrow confronted the villains. Freeze blasted an ice barrier around his allies then the ground. Bane shattered the ground and they made their getaway into the sewer tunnels. Penguin and Freeze's plan was foiled. Penguin was assigned to labor detail and helping reconstruct the damaged floors. He was placed in the cell next to Joker's. Joker revealed a passage between cells and beat up Penguin for insulting him during the break-in.
The giant Bane and Killer Croc teamed up to assault the Asylum. Surrounded by the Gotham City Police Department, they continued breaching the facility. Bane eventually grabbed a piece of building and destroyed the tanks. Nightwing, Batman, and Green Arrow defeated the duo and recaptured Joker, Penguin, and Scarecrow before they could escape the property.
