Instead of the Greek Isles, the Penguin's escape pod landed somewhere in the Arctic Circle due to the fact its guidance system was scrambled by one of Green Arrow's arrows. He soon found himself surrounded by many penguins and swore revenge on Batman. He returned to Gotham and tried to set up a criminal enterprise but was banished again. He encountered Mr. Freeze, who preferred to live in solitude, and began living with him in his cave lab. He also befriended a crested penguin he named Buzz. A year and a half later, Freeze was enraged by the encroachment of a new oil drilling platform in his territory. He enlarged an Isopod with one of his Arctic Devices and had it attack the platform. The roughnecks fought back with a Wayne Enterprises Drilling Sledge and won. Penguin promised Freeze better monsters but they would need to go back to Gotham to get them. They departed in Freeze's submarine.
