Mr. Freeze set up a laboratory in a cove accessed only by traveling underwater through the Gotham Harbor. He managed to build a rather large sequencer apparatus in short measure. He extracted Bane's Venom of its strength enchancement, Clayface's mud for its expansive properties, and Chemo's sludge for its toxicity and used the Sequencer to combine all three into one concoction. The Monster Venom was initially injected into Killer Croc because of his unique physiology made him an ideal test subject. Robin deduced the reasons for the criminals Penguin and Freeze freed and Batman ran a chroma-spectral scan of the area. They made their way to Gotham Harbor but witnessed a giant Killer Croc walking around.
