Victor Stone was in a horrific accident but saved by his father, Dr. Silas Stone. Dr. Stone resorted to replacing damaged parts of his body with cybernetic components to keep his son alive. He became the cybernetic hero, Cyborg. Cyborg's systems were instrumental in the location and excavation of an archaeological dig underwritten by the Wayne Foundation. One of the relics he helped unearth was the Inca Rose Stone. He was made guest of honor for the Gotham Museum's gala event dedicated to the opening of the new Inca installation. The night after Halloween, Cyborg underwent an upgrade at S.T.A.R. Labs in Gotham City with his father overseeing. Sensors were tightened, 360 degree tracking and axis management allowed for unilateral movement, and the propulsion was upgraded. As Cyborg incorporated them, Dr. Stone set up target practice for him to try the upgrades out on. Cyborg was ecastic about flying but noted the gyros weren't compensating for his weight when he was in flight.

Commissioner Gordon approached Cyborg for help in cleaning up security footage from a break-in the previous night. Gordon uploaded it to Cyborg's subnet and he went to work. He extrapolated some of the spatial telemetry but grabbing earlier footage. A couple microseconds were cleaned up. Cyborg revealed a shot of the thieves, Scarecrow and Silver Banshee. Cyborg was concerned a theft of artificial intelligence wasn't their usual M.O. and uploaded the footage to Batman's subnet. Batman deduced the theft was on the behalf of someone else and asked Cyborg to keep an eye out. The night of the museum gala, Cyborg was approached by Gladys Windsmere, a socialite, then Bruce Wayne. Cyborg explained the difference between fact and fiction surrounding the rose stone. It wasn't magic but an excellent conductor of energy. When the Joker broke up the festivities, the Tyrannosaurus Rex display behind him came to life and attacked. Cyborg opened fire with his sonic cannon but the blast went right through the dinosaur. It headbutted Cyborg into the ceiling.

Cyborg later joined the chase after Joker and his allies. Cyborg tried to grab Joker but missed. Clayface formed wings and fought Cyborg one-on-one. The Joker's Digital Laughing Virus infected Cyborg and he crashed into a parked car. Clayface kidnapped Cyborg and returned to Solomon Grundy's stolen car. At the Joker's hideout on the Gotham Boardwalk, work was done on an offline Cyborg. As a failsafe in the event of Batman's interference, Joker made Cyborg the second transmitter for the artificial intelligence when he made his move to take over the world. The Inca Rose Stone was embedded in Cyborg's left arm to boost the transmission. When Batman and his allies raided the hideout, Red Robin found Cyborg, still offline, in a stasis pod then he found Gogo Shoto tied up. He defeated Clayface and freed Shoto. The Joker returned from a supply run and sent Ace, Cyborg, the Batmobile, and the Batplane after Batman's team. Cyborg didn't want to do it but he couldn't fight his infected systems and went after Red Robin and Shoto.

Red Robin pleaded with him to fight back. Batman threw an exploding Batarang at him but did no damage. Green Arrow fired at a water truck and engulfed Cyborg but nothing happened. Nightwing landed on top of the truck next to Red Robin and dropped one of his sticks with the taser option active. Cyborg was electrocuted and went offline. He was relocated back to Batcave. Batman scanned Cyborg in vain. The next night, Batman made his move to stop Joker from uploading the artificial intelligence and spreading the virus worldwide in a take over attempt. As Batman turned the tide against the intelligence, Cyborg's systems and hydraulics were unlocked and he rebooted. Cyborg was forced to fly to the parade and attacked Red Robin, Nightwing, and Green Arrow. Robin again pleaded with him to fight his programming because he was more than a machine. Cyborg denied being able to and opened fire. Just as he grabbed Green Arrow and proceeded to choke him, the intelligence was infected with Batman's virus and malfunctioned.

Cyborg was freed from the virus. The Joker emerged in his Robo Rampage Armor and wrecked havoc as the second attempt to upload the intelligence through an unwitting Cyborg started. Cyborg distracted the armor while Batman and the others borrowed World War II vehicles from the museum in the absence of any working technology. Joker fled the armor in a stolen battlesuit. Cyborg and Batman pursued but the latter released the former was the new transmitter. Cyborg scanned himself and found the stone. Gogo Shoto ordered him not to remove the stone but locate the central core on the Joker's suit and attach the stone somehow. The feedback generated would shut everything down. Batman scanned Joker's suit and learned it was stolen Wayne Industries property. He uploaded the suit specifications to Cyborg's subnet. Cyborg extended one of his arms and grabbed a leg of the battlesuit then towed himself onto its back. Cyborg found the core just in time and generated the feedback. In the aftermath, Cyborg apologized to Green Arrow for grabbing him but he downplayed it as a hazard of the job.
