Buzz is a crested penguin that befriended the Penguin during his exile in the Arctic. Penguin came to believe Buzz was the only one who understood him and confided in him, even naming him his hench-bird. After being away from Gotham City for over a year, Penguin caught a small minnow in Mr. Freeze's cave but Buzz was also interested in it. Instead of eating it, Penguin tossed the minnow to Buzz. After Penguin convinced Mr. Freeze to return to Gotham City, Buzz was saddened and thought he was being left behind. Penguin informed Buzz he needed him around to keep an eye on Freeze. After Mr. Freeze synthesized Monster Venom and used it on Killer Croc and Chemo, Penguin distracted him with the carnage on his screens. He slipped Buzz a vial. Buzz walked over to the Sequencer and filled the vial up with Monster Venom. It was later used to empower Bane and Clayface as part of Penguin's plan to double cross Freeze. Penguin returned to his building, the Aviary, with Buzz and implored him to pick any building in Gotham to be his.
Penguin introduced Buzz to a security guard and revealed he named Buzz head of security. The guard shook one of Buzz' flippers then concluded it was time to retire. Penguin and Buzz drove around in Freeze's drill tank surveying Gotham but soon realized the ice blanketing the city was melting. Green Arrow and the Bat Mech found them. Arrow grabbed Buzz. Buzz was furious and bit one of his fingers. Arrow squeezed his beak shut. Buzz was added to the Gotham Zoo's penguin exhibit. A female of the same species took a liking to Buzz. He wasn't so angry about his imprisonment anymore. Sometime later, Buzz was returned to Penguin at Arkham Asylum. He attempted to escape with Penguin, Joker, and Scarecrow after Killer Croc and Bane attacked the facility. Nightwing, in the Batplane, recaptured them with a net.
