Mad Hatter is a deranged hypnotist who uses technology, often disguised as hats, and chemicals to take control of his targets and perform crimes based on the "Alice in Wonderland" series of books. When Penguin and Mr. Freeze broke into Arkham Asylum, they chose to leave Mad Hatter in his cell. Hatter noted they were trapped in the hallway and asked if they wanted to be free in his cell like him. Penguin muttered he was a freak show.
