Hush is a criminal mastermind obsessed with destroying Batman. He covers his face with bandages to conceal his identity. When Penguin and Mr. Freeze broke into Arkham Asylum, they chose to leave Hush in his cell. Hush asked to be released because he didn't think should be in there. Penguin muttered that's what they all say.
