Warden Crichton is the warden of Gotham State Penitentiary. One day, he was paid an unannounced visit from two prison inspectors. Crichton wanted to know why he wasn't informed ahead of time and was told it was a new position. One inspector asked him if he wanted to ensure the safety of the prisoners and "all that garbage." Crichton assured her he and the staff went by the book. The male inspector peered out at the prisoners and claimed their pick axes for hard labor weren't up to code then provided the newest model. The female inspector noted the ball and chains were the regulation models. Crichton snapped his fingers and guards helped replace them. Before they left, the inspectors warned Crichton that any more violations would land him in prison. Crichton's pondering was interrupted when the new ball and chains turned into balloons and the pick axes into propellers. 14 high profile villains escaped. A guard informed Crichton the Joker, Penguin, and Riddler were still present. He told the guard not to take his eyes off of them. Suddenly, the three villains turned into golden piles of muck. They were clones made from the Replica Ray and the inspectors were Robin and Catwoman.

Warden Crichton was present in the penitentiary's Top Secret Prison Lab on the night of Hugo Strange's demonstration of his Evil Extractor. Batman arrived late and asked them to excuse him and Robin for their tardiness. Crichton was certain it was for a good reason. Batman hinted it was a very special criminal rehabilitation project, alluded to his visits to the window of Catwoman's prison cell. Crichton presented District Attorney Harvey Dent then Hugo Strange to Batman. After the pleasantries, Crichton went to the console and spoke into the intercomm and asked McCarthy to bring in the prisoners volunteered to be test subjects for the Extractor. The Joker, Penguin, Riddler, Egghead, and Mr. Freeze concentrated and overloaded the Extractor, leading to an explosion and the transformation of Dent into a new super criminal named Two-Face. Crichton was furious and told Strange he was going have him fired for the fiasco. Strange was fired but he was intent on rebuilding and improving the Extractor to prove everyone wrong. After Two-Face's second defeat, Crichton observed Dent was a model prisoner.
