Chief O'Hara is the chief Gotham City Police Department and often works alongside Commissioner Gordon. He and Gordon often brief Batman and Robin on cases they need urgent help with. O'Hara is often perplexed with clues such as those left by the Riddler and often wonders what the police would do without the Caped Crusaders. In such an instance, O'Hara watched as Batman and Robin figured out a riddle was about nothing, tied it to Farmer Jones' prize winning goose egg delivery the week before, recalled the total lunar eclipse last Tuesday, and noted the Acme Atomic Energy Laboratory's new wing dedicated to the science of total lunar eclipses. The next day, they watched a Belgravian space launch on television but were scolded by Batman for wasting law-abiding taxpayer money. O'Hara admitted he never felt so ashamed before. After a lengthy search, Batman and Robin defeated Joker, Riddler, and Penguin on an abandoned space station and returned to Gotham. Batman decided to keep the Replica Ray stored in the Batcave so it wouldn't fall into the wrong hands again.

Batman oddly tired of listening to Gordon go on about the city being in his debt and slipped out a window without detection. O'Hara was shocked he just disappeared like a bat in the night. Robin insisted he was a little out of sorts from the ordeal and excused himself. Batman took an unannounced leave of absence soon after. O'Hara was unable to make any progress on a shoplifting case. Gordon understood how difficult police work could be. O'Hara hinted at calling Batman but Gordon informed him he tried called every 20 minutes but got no answer. They tried again and was disconnected after Bruce Wayne tore his Bat-Phone out of its socket. They were relieved when Batman appeared in Gordon's office but to their surprise, Batman relieved them of their duty and made them strip off their uniforms then replaced them with Replica Ray duplicates of himself. Gordon and O'Hara later led a police force to Gotham Palace to rearrest all the villains who escaped from Gotham State Penitentiary. They were relieved Batman was back to normal and the duplicates were gone. Batman credited Robin and Catwoman for saving the day again. Catwoman surrendered herself to Gordon and O'Hara's custody but soon slipped away to the Batmobile for a shot at taking down Joker, Riddler, and Penguin for betraying and trying to kill her.

After Two-Face was captured, O'Hara was present for the end of Harvey Dent's restorative surgery. O'Hara later informed Gordon that King Tut was back to his old tricks. Gordon asked O'Hara if the Gotham City Police Department was up for the job. O'Hara promised they would work this case from the ground up and lean on every lowlife in every juke-joint in town. Gordon added they would uncover every bit of forensic data. O'Hara vowed to make the crooks talk. Gordon had no doubt he would make the city proud. O'Hara dropped the bravado and knew they were kidding themselves. Gordon agreed and confessed they were woefully out of our depth on this one and there was only one man who can handle this. O'Hara went up to the roof and activated the Batsignal. Gordon and O'Hara waited on the GCPD headquarters roof. O'Hara asked Gordon if he thought they would show. Gordon pointed out they never failed to answer their call yet. Batman promised they didn't plan on starting. Gordon was relieved and apprised them of King Tut's theft of an irreplaceable biplane.

After King Tut was arrested by Batman and Robin, Gordon and O'Hara reported the stolen valuables from the midnight tour of Gotham and the bi-plane were all missing. McElroy had no memory of what Tut did with it. O'Hara thought his answer was malarkey but Batman reminded him Tut committed the crime. Robin pointed out when McElroy was knocked on the head, he forgot everything he did as Tut. O'Hara misinterpreted Robin and hit McElroy in the head with his club. Tut was insulted. O'Hara demanded to know where the stolen items were and called him a felonious pharaoh. Tut refused to reveal his secrets, grabbed the club and hit himself. McElroy asked what was happening. O'Hara remarked even the pyramids were eventually pried open and hit him again. Tut vowed he would have to chase him through the 12 gates of the afterlife, but even then he still wouldn't talk. He called O'Hara a flatfoot and hit himself. McElroy wondered why his head hurt so bad. O'Hara refused to give up. Batman stopped him and concluded the only recourse was to wait for McElroy to have his day in court.

At the trial, Lucilee Diamond, McElroy's public defender, pressed O'Hara on the stand. She asked him if McElroy ever broke the law when he was not King Tut. O'Hara was not sure and told her she would have to ask Batman. She asked O'Hara to confirm that when McElroy was not suffering the effects of a concussive state that brings on the King Tut identity, he was a mild-mannered, harmless member of society. O'Hara repeated the previous statement. Harvey Dent objected on the grounds that counsel was confusing the witness. Diamond quipped that was not hard to do. The judge overruled. O'Hara sobbed and confessed it was all true. Diamond had no further questions and thanked him. O'Hara replied it was his honor to serve. Gordon groaned in the audience. After a box explicitly addressed to Batman arrived at Gordon's office, Batman and Robin went to inspect the box. O'Hara only saw an old book eaten away by bugs. Batman and Robin deduced the clue was sent by Bookworm. They ran out off of the office. Gordon and O'Hara took another look in box.

O'Hara led police into the Gotham City's Library's Irreplaceable Rare Books Vault just as Batman and Robin defeated Bookworm and his goons. Bookworm cursed Batman for his broken glasses. Batman asked O'Hara to read him his rights for him. O'Hara taunted Bookworm about Batman piecing together his little clue but he had no idea what he was talking about. Two-Face unleashed his master plan and doused Gotham in Evil Essence, turning normal citizens into two-faced maniacs. O'Hara led the police in trying to quell their rampage but he, too, was gassed and transformed. Once Two-Face was defeated, Batman and Robin deployed Bat-Evil-Essence Antidote Bombs around the city to restore the cvilians transformed by Evil Essence back to normal. Gordon watched from the GCPD headquarters roof with a pair of binoculars. He was glad to see Batman cured all of Gotham then remembered O'Hara was still two-faced but tied up near him. Batman stopped by to drop an antidote bomb to cure him. O'Hara remarked it felt like he was on a three-day bender but was back to normal.
