Robin and Catwoman posed as prison inspectors and paid a surprise visit to Gotham State Penitentiary in an effort to free as many villains as they could to defeat Batman, driven mad by spiked mind control Batnip. They assured Warden Crichton they only wanted to ensure the safety of the prisoners. On inspection, they used their cover stories and claimed the pick axes used for hard labor weren't up to code then handed out the "new models." The ball and chains were not regulation models and replaced. Lastly, to lift prison morale, Robin declared the state required them to give the prisoners care packages of toiletries and wholesome magazines. They bypassed Joker, Penguin, and Riddler. Robin and Catwoman left to retrieve their getaway van. The replaced ball and chains turned into balloons and lifted the villains outside while the picks turned into propellers. Guards were unable to shoot them down. The villains discovered the care packages contained their signature costumes and weapons. Robin and Catwoman pulled up and departed with them all aboard.

One evening, reported Desmond Dumas stood across the street from the front gate of Gotham State Penitentiary and reported breaking news of representatives from the Gotham City Police Department and City Hall converging on the State Penitentiary to watch a revolutionary experiment in a top secret prison laboratory. He noted the proceedings would begin as soon as Batman and Robin arrived. Hugo Strange's invention, the Evil Extractor would be demonstrated. If it worked, it stood to render Batman, Robin, and all of law enforcement obsolete.

Catwoman and Batman had their latest date outside the former's prison cell window. Batman told her crime fighting left little time for affairs of the heart but she was never far from his thoughts. Catwoman thought those were the nicest words she heard in a long time. Batman presented his handy copy of the complete Elizabeth Barrett Browning, citing poetry as a way to open both the mind and the heart. She was more interested in him opening the bars. Batman recalled she only had 37 more reformative months left and she would be a free woman once again. She frowned. Robin became impatient in the Batmobile. Catwoman wanted a kiss to cap things off but Robin got on a megaphone and told Batman they were going be late. Batman apologized and leaped down. Warden Crichton, Harvey Dent, Hugo Strange, and Harleen Quinzel waited in the lab. Batman and Robin appeared at the ceiling's dome and came down by rope. Batman apologized for their tardiness. Crichton was certain it was for a good reason. Batman called it a very special criminal rehabilitation project.

Crichton introduced District Attorney Harvey Dent. They shook hands. Batman noted his perfect record for convictions. Dent quipped he couldn't do it if he didn't catch them first. Dent thought they made a pretty good team. Robin walked between them. Dent checked his watch and asked if it was past his bedtime. Robin crossed his arms. Crichton introduced Hugo Strange. He bowed and shared his theory about removing evil from a criminal's mind. Batman was intrigued but didn't believe in easy fixes on the road to the straight and narrow. Dent reminded Strange he still had to prove the Extractor worked. Warden spoke into the intercomm and told McCarthy to bring in the prisoners. Dent flipped his lucky coin. Batman was surprised criminals weren't the only ones who were a superstitious lot. The Joker, Penguin, Riddler, Egghead, and Mr. Freeze were selected as the test subjects. Joker winked at Quinzel. They were affixed to chairs with arm and leg restraints and domes were lowered over their heads.

Joker quipped he just wanted a wash and set for me. Penguin found the whole thing unconstitutional. Strange explained the Evil Extractor would siphon the reservoirs of evil deep in the criminals' warped brains then, deposit it into the Collection Vat. Dent was eager to go to dinner with Bruce Wayne. Quinzel winked back at Joker. Strange told her to instigate the extractor protocol. Quinzel began with decompressing the cerebral defibrillator and pushed a lever up on the console. The extractor powered up and electricity cackled. Strange had her adjust the hemostatic stabilizers. Quinzel pushed up the field discharge switch. Robin had a bad feeling. Batman told him that was why they were present. A red lever was pushed all the way up. Evil Essence flowed into the vat. Joker had a plan and told the others to concentrate in order to overload the Extractor with their collective evil. Strange realized what they were doing and ordered Quinzel to turn it off. She pushed the discharge switch and the Extractor powered down but the alarm still blared.

Evil Essence erupted from the Collection Vat and hit Dent despite Batman's best efforts then the Extractor blew up. Dent was transformed into a new super criminal named Two-Face. Warden Crichton had Strange fired for the incident. Over six months later, Catwoman paced in her cell and declared no man or Batman stands her up for a date. She reflected light off necklace down to her pet cat Hecate outside. He walked inside the penitentiary under a seated guard and rubbed Lucilee Diamond's leg. She was smitten and picked him up. She went to Catwoman's cell and informed her the parole board denied her request. Hecate purred, prompting Diamond to ask her if he was a friend of hers. Catwoman confirmed he was. Hecate snarled and slashed her left arm. His claws were laced with a drug. She soon lost consciousness. She told Hecate he earned an extra treat. She picked the lock on her cell with a claw and dragged Diamond in.

Diamond woke up in the cell in Catwoman's costume, while Catwoman was outside in Diamond's clothes. She left and waved goodbye. Diamond screamed for help. A female guard banged her cell and told her to pipe down or she was going in solitary. Diamond looked at the mirror and remarked she looked purr-fect. Warden Crichton observed Harvey Dent was a model prisoner. One evening, Joker was snoring in his cot. Joker noticed a silhouette on his blanket. A claymore bomb was affixed to his glass enclosure. After the explosion, he looked up and saw Dr. Quinzel dressed up. She declared she was his new and improved Harley Quinn.
