After the Joker, Penguin, Riddler, and Catwoman revealed their new alliance on an airing of Gotham Palace, Batman and Robin went to the Gotham City Police Headquarters and met with Commissioner Gordon and Chief O'Hara in the former's office. They looked over the clue left behind the Riddler, "Poor people have it, rich people need it, if you eat it, you die" and Batman believed the answer was "nothing". Batman and Robin traced the answer to the Acme Atomic Energy Laboratory and left. O'Hara wondered what they would do without them. The next day, Batman and Robin returned to headquarters and found Gordon and O'Hara watching a Belgravian space launch on television. Batman scolded them for wasting taxpayer's money then Robin brought up their search for the villains came up short. Gordon revealed they haven't heard from the villains either. They were eventually discovered in outer space on an abandoned space station. Batman and Robin returned to Earth victorious and shared their findings with Gordon and O'Hara.

Batman revealed he was keeping the Replica Ray stored in the Batcave because it was too dangerous to risk it being stolen again. As Gordon went on to issue his thanks, he and the others were surprised to see Batman had slipped out a window and left Robin behind. Batman even went on an unannounced break. Headquarters was swamped with calls. O'Hara was unable to solve a shoplifting case. Gordon kept calling the Bat-Phone every 20 minutes but got no answer. It was eventually disconnected. Batman later had enough of bureaucratic incompetence and removed Gordon and O'Hara from headquarters, replacing them with clones of himself.

O'Hara informed Gordon that King Tut was back to his old tricks. Gordon asked O'Hara if the Gotham City Police Department was up for the job. O'Hara promised they would work this case from the ground up and lean on every lowlife in every juke-joint in town. Gordon added they would uncover every bit of forensic data. O'Hara vowed to make the crooks talk. Gordon had no doubt he would make the city proud. O'Hara dropped the bravado and knew they were kidding themselves. Gordon agreed and confessed they were woefully out of our depth on this one and there was only one man who can handle this. O'Hara went up to the roof and activated the Batsignal. Gordon went to his window and mused Gotham City needed Batman. Gordon and O'Hara waited on the GCPD headquarters roof. O'Hara asked Gordon if he thought they would show. Gordon pointed out they never failed to answer their call yet. Batman promised they didn't plan on starting. Gordon was relieved and apprised them of King Tut's theft of an irreplaceable biplane.

After King Tut was arrested by Batman and Robin, Gordon and O'Hara reported the stolen valuables from the midnight tour of Gotham and the bi-plane were all missing. Dent watched on the other side of the two way glass. McElroy had no memory of what Tut did with it. O'Hara thought his answer was malarkey but Batman reminded him Tut committed the crime. Robin pointed out when McElroy was knocked on the head, he forgot everything he did as Tut. O'Hara misinterpreted Robin and hit McElroy in the head with his club. Tut was insulted. O'Hara demanded to know where the stolen items were and called him a felonious pharaoh. Tut refused to reveal his secrets, grabbed the club and hit himself. McElroy asked what was happening. O'Hara remarked even the pyramids were eventually pried open and hit him again. Tut vowed he would have to chase him through the 12 gates of the afterlife, but even then he still wouldn't talk. He called O'Hara a flatfoot and hit himself. McElroy wondered why his head hurt so bad. O'Hara refused to give up.

Batman stopped him and concluded the only recourse was to wait for McElroy to have his day in court. Lucilee Diamond, his public defender, stepped in and stated she would make sure he was a free man. While McElroy met his public defender, Gordon asked Dent outside in the hall if he thought he had a case. Dent was confident he did but confessed half of him wished he confessed so they could save the city the expense of a lengthy trial. After a box explicitly addressed to Batman arrived at Gordon's office, he called Batman. Batman and Robin went to inspect the box. They saw a world atlas inside eaten away by worms. Batman and Robin deduced the clue was sent by Bookworm. They ran out off of the office. Gordon and O'Hara took another look in box. Gordon watched from the GCPD headquarters roof with a pair of binoculars as the Batplane flew around the city and deployed Bat-Evil-Essence-Antidote-Bombs to cure citizens of Evil Essence.

Gordon was glad to see Batman cured all of Gotham then remembered O'Hara was still two-faced but tied up near him. Batman stopped by to drop an antidote bomb to cure him. Batman saluted Gordon and departed. Gordon proclaimed that no matter how dire the peril, no matter how hopeless the odds, Batman could always be counted on.
