Gotham City is a bustling American city that is protected by the duly deputized officers of the law, the caped crusaders Batman and Robin. One night, Bruce Wayne and Dick Grayson settled in at stately Wayne Manor to watch Gotham Palace on television but the Joker, Penguin, Riddler, and Catwoman crashed the set and left a clue behind. Batman and Robin drove the 14 miles from the Batcave to Gotham and met with Commissioner Gordon and Chief O'Hara in the former's office at the Gotham City Police Headquarters. The clue read, "Poor people have it, rich people need it, if you eat it, you die." Batman immediately knew the answer was "nothing". They connected the answer to Farmer Jones' delivery of his prize winning goose eggs to the local market last week. Robin recalled last Tuesday was also the night of a total lunar eclipse. Batman pointed out Professor Nichols just opened a new wing dedicated to the science of total lunar eclipses at the Acme Atomic Energy Laboratory. They drove to the laboratory but Batman was careful to have them avoid jaywalking and take the crosswalk correctly.

Batman's theory was correct. The Joker, Penguin, Riddler, and Catwoman stole the Replica Ray from Nichols just after he demonstrated its abilities to his peers. Batman and Robin intervened but Batman was distracted by Catwoman and hit in the head by the Penguin with his umbrella. The villains made their exit and took off in the Jokermobile. Batman and Robin followed in the Batmobile and tried to disable them with the Batzooka. Riddler used the Replica Ray to scan a pothole and attempted to deter the Batmobile. He eventually created a trench from firing multiple copies of the pothole at once. A clue was left behind, a piece of tin foil. They returned to the Batcave and submitted the clue to the Bat-Analyzer. Batman correctly deduced the villains were holed up at the Fitzsimmons Frozen Food Factory. They quibbled about what to do with the Replica Ray but Catwoman pointed out they needed Batman on their side to win. She revealed a mind control serum she called Batnip. Assuming an ambush, Batman and Robin didn't use the front door and performed a Bat-climb and went in through a window.

Batman and Robin made short work of the villains after the Joker told them an egg pun. Catwoman pretended to cooperate and instead of fixing her hair, she sprayed Batman and Robin with knockout gas from her purse. They awoke bound to a giant frozen TV dinner on a conveyor belt. Catwoman scratched Batman with her Batnip but it seemingly failed. The Joker was undaunted and activated the conveyor. Batman utilized the lemon tart dessert to weaken the ropes and get free before he and Robin were taken inside a giant oven. The next day, Batman chided Gordon and O'Hara for watching a television broadcast of a Belgravian space launch while on the job. They were surprised to learn the villains had gone quiet. Wayne and Grayso returned home just in time to stop Aunt Harriet Cooper from discovering the secret of the Bat-Phone. To Grayson's chock, Wayne fired Alfred Pennyworth for failing to keep Cooper away from the study. Batman and Robin searched the city in vain for the villains, by sea in the Batboat and by air with the Batcopter.

Batman and Robin realized the villains stowed away on the Belgravian launch and were on their way to a space station that the U.S. and Belgravia formerly worked on together as a secret joint venture. They attempted to throw Catwoman out of an airlock to make sure their plan succeeded, replicating the Earth twice over so each villain had a Gotham City to rule. Batman saved Catwoman then uncharacteristically beat the other villains badly. Back in Gotham, Batman informed Gordon and O'Hara he decided to store the Replica Ray in the Batcave since it was too dangerous to let it fall into the wrong hands again. Oddly, Batman slipped out of the office undetected before Gordon could finish talking and left Robin behind. Robin eventually made his way back to Wayne Manor after a citizen loaned him their bicycle. Wayne had enough of Cooper and her teases and brought her to tears. Grayon was aghast and protested but Wayne kicked him out next. Meanwhile, Pennyworth traversed skid row and rummaged through trash cans.

Gordon and O'Hara were swamped with calls amid an unannounced vacation Bruce Wayne took from being Batman. Brazen robbers hit Gotham Mutal Bank and an armored car. Truants fled Franklin Wilson High School. Gotham was in chaos. Batman had enough and decided to replace Gordon and O'Hara with his clones, courtesy of the Replica Ray. He continued and replaced Mayor Linseed, a judge, just about anyone fell prey to Batman and his egomania. Dick Grayson, now living at a rundown apartment, realized Catwoman's Batnip was slow acting. As Robin, he went to the Kit Kat Kave to confront Catwoman and get the antidote. Catwoman agreed to on the basis Batman was too bad for her tastes and he owed him a life debt anyway. Robin took the wheel of her Catmobile and put her out with Batsleep as they drove to the Batcave. Batman knew they would come and offered Catwoman the chance to join her and to kill Robin. Despite her better judgement, Catwomen opened her compact and blew the antidote into Batman's face. He anticipated this and had sprayed himself with a Bat-Anti-Antidote.

Batman and Robin engaged in a battle of the utility belts and traded shots with various gadgets until Catwoman lost patience and attacked with her whip. Batman caught it and threw Catwoman into Robin then sprayed them with Bat-Knockout Gas. He left them to die in the Batcave's nuclear silo but Robin took the precaution and sprayed himself and Catwoman with a Bat-Anti-Isotope Spray. Robin came up with a new plan, break out a bunch of supervillains from Gotham State Penitentiary to take on Batman and his clones. That night, Batman and his clones took over Gotham Palace but the festivities were broken up by Robin and Catwoman's alliance of villains. They were defeated and rounded up to be return to Gotham State but a deliveryman suddenly presented a congratulatory gift of champagne to Batman. He drank the bottle and was cured of the Batnip. The clones were no longer under his control but before they could turn on their creator, they expired and turned into piles of yellow muck.

Commissioner Gordon and Chief O'Hara arrived and took Catwoman into custody. Batman promised to be a character witness for her at trial but she thought of a better way for him to show his gratitude. They kissed. After Gordon and O'Hara left with her, the deliveryman revealed himself to be Pennyworth. Batman and Pennyworth explained they had a long standing agreement that if the latter were to be fired it was because of mind control and Pennyworth followed Batman's precise instructions to make an antidote. Robin admired them for being one step ahead. Batman realized the Joker, Penguin, and Riddler used him as a distraction while they accomplished their real goal - a crime spree of Gotham's most priceless treasures and irreplaceable artwork - while their duplicates rotted at Gotham State. Literally. Catwoman escaped the police and insisted she help take the villains down. They found Joker, Riddler, and Penguin outside three museums admiring their spoils. They took off on Penguin's giant rocket umbrella to their getaway vehicle, the Pengyblimp.

Batman, Catwoman, and Robin gave chase in the Whirly-Bats. Before the Pengyblimp could lose them with its booster jets, Batman and Robin crippled it with carefully thrown exploding Batarangs. They boarded the cabin but found it empty. They ascended to the top and battled the villains and their henchmen. They attempted to flee but were hoisted own their petards. Penguin fell into a fresh fish display at a market. Riddler landed on a police a car dressed in a tutu. Joker was hauled away by clown cops at the Big Top Circus. Catwoman tried to leave with the stolen items but Batman plead her to surrender. Catwoman counteroffered to give up if they ran away to live Europe happily ever after once they killed Robin. Batman declined. Turbulence was on his side and the loot was knocked into Robin's hands. Catwoman refused to go to prison and dropped down into a factory smoke stack. A few nights later, Wayne and Grayson threw Aunt Harriet a surprise birthday party at Wayne Manor. However, Pennyworth informed them the Bat-Signal was up in the sky. They left prompty to get skee shooting, to Aunt Harriet's bewilderment.

Two-Face's first crime spree entailed a bank robbery, ambushing Batman and Robin in an alley, a high speed car chase, Two-Face shooting at a Batman monument face, putting Robin on a medieval rack, Robin and Batman restrained to a conveyor belt with a big buzzsaw blade at the end, Batman and Robin tied up on each side of a giant scale over a flame, a pendulum blade death trap, and a humongous double broiler. He was eventually captured and tossed in a paddywagon in a straitjacket. Six months later, the annual millionaires' soiree was planned to end in a midnight tour of Gotham City. Since the tour was hosted by the Nile Double-Decker Company, it was a target of King Tut. To make matters worse, Aunt Harriet and Alfred Pennyworth were on the bus in Bruce Wayne and Dick Grayson's place. King Tut and the Tutlings jumped down from an overpass and proceeded with a robbery. He could not get a word in because of all the clamoring so he yelled at them to shut up. Batman and Robin caught up in the Batmobile. Batman activated the Bat-autopilot and they jumped to the rear end of the bus.

Aunt Harriet fainted after being rudely addressed. Pennyworth caught her and admonished the Tutling. Batman told him to duck and threw a Batarang to disarm the Tutling. Batman ordered them to surrender and to throw themselves on the mercy of the court. Tut retorted he would be begging for mercy. They fought. Batman pushed the Bat-Net button on his belt and told Pennyworth to get the patrons to safety. One by one, they jumped onto the Bat-Net. Pennyworth carried the still unconscious Harriet in his arms and leaped down. The Batmobile braked at a sidewalk as the bus continued with a right turn. The Tutlings were knocked out but Tut opened a peanuts tin and paper snakes sprang out. The fangs on them pierced Batman and Robin's chests. The fast-acting venom applied through the fangs knocked them out. They were taken to the construction site of the Pyramid Towers and placed inside canopic jars in a pit. After they came to, Tut had cement poured on them. Batman told Robin to follow his instructions precisely.

They pressed the back of their soles against the side of the jars and the heat from the chemical reaction of the cement triggered the Bat-jets in their boots. They shot out of the cement and landed on the Tutlings. They punched Tut at the same time. He drifted over to a pile of bricks and was hit in the head by one. Professor McElroy came to and realized Tut went on another spree. Twin 1 and Twin 2, Two-Face's henchmen, sneaked onto the site and stole the bag of loot from the bus robbery. After Bookworm was captured at the Gotham City Library, Robin was troubled by him not knowing anything about a clue being sent to the police. Batman suspected someone wanted them to catch him. Robin realized the rare books stolen from the library had themes of duality. Batman pointed out Tut's crimes, though Egyptian themed, also focused on the number two: the biplane and the double-decker bus. They were perplexed it all pointed to Two-Face despite Harvey Dent's rehabilitation. They headed to Two-Face's last known hideout, the abandoned sign factory on Gemini Drive.

Robin was sure Dent was involved. Despite Batman grounding him, Robin went on a stake out alone outside Gotham City Hall. He waited for Dent and followed him, leaping down onto the roof of passing delivery truck then a train roof. He followed Dent into a building and discovered a rebuilt Evil Extractor. Dent warned him to get out before it was too late. Robin was knocked out from behind. He woke up tied up in chair. He demanded the truth about Dent. Two-Face called him a useful idiot who served his purpose. Two-Face and Hugo Strange tested their evil extract formula on Robin and transformed him into a two-face. In the city, Robin caused property damage on buildings and cars, mostly breaking glass. Batman told him he should have joined a young man's basketball league or taken up model kit building to blow off steam. He saw Robin's face. Robin struggled to keep control but he soon fought Batman. Hugo Strange observed from Dent's car in an alley and told Two-Face, who was in the back seat, the formula seemed quite potent but much more would be needed. Two-Face already had a plan for that. Batman ended the fight with an uppercut.

Two-Face went through with his plan and flew around in a bi-plane dousing the city in Evil Essence to turn everyone into Two-Faces, even dogs. Two nuns broke into a store. A drive-in theater was reduced to chaos and somehow the actors in the "Beach Party" movie became two-faced, too. The police tried to fend them off but O'Hara and the others were gassed, too. A driver started ramming other cars in reverse. Desmond Dumas watched from a roof and pleaded with citizens to head for cover but he was transformed by the gas, too. He threw his equipment off and ran. Batman and Robin tried to tail the bi-plane in the Batcycle while fending off two-faced people. Robin tried twice to cripple the plane with the Mini Batzooka but Two-Face's pilot skills were too good and he dodged every shot. Batman knew there was only one thing left to do. They used their ejector seats to get altitude and activated the Bat-boot jets. They didn't make it all the way and scrambled to the tail of plane, Robin missed but Batman grabbed his arm.

While Two-Face shot at Robin, Batman used the Bat-Laser to sever the tanks of Evil Essence from the plane. One landed in the harbor, and the other in the Gotham City Dump. Robin tricked Two-Face into shooting the propellers. Batman and Robin bailed and used their capes as gliders. Two-Face crashed into Lorenzo's Oil Refinery where he was defeated. The next day, Batman and Robin used the Batplane to deploy Bat-Evil-Essence Antidote Bombs to restore people back to normal. Robin got a little too carried away while he used the underside cannon. Batman reminded him to have decorum. Robin realized his error and apologized. Batman dropped an Antidote Bomb on the roof of the Gotham City Police Department headquarters for O'Hara. Batman saluted Commissioner Gordon and flew off. Gordon declared no matter how dire the peril, no matter how hopeless the odds, Batman could always be counted on.
