The Evil Extractor is an invention of Hugo Strange and is designed to remove evil from a person's brain in the form of a green colored gas. Strange convinced Warden Crichton to fund his experiment and house it in the Top Secret Prison Lab at Gotham State Penitentiary. If it worked, it stood to render Batman, Robin, and all of law enforcement obsolete. The Joker, Penguin, Riddler, Egghead, and Mr. Freeze were selected as the test subjects. They were affixed to chairs with arm and leg restraints and domes were lowered over their heads. Joker quipped he just wanted a wash and set for me. Penguin found the whole thing unconstitutional. Strange explained the Evil Extractor would siphon the reservoirs of evil deep in the criminals' warped brains then, deposit it into the Collection Vat. Strange told his assistant Dr. Quinzel to instigate the extractor protocol.
Quinzel began with decompressing the cerebral defibrillator and pushed a lever up on the console. The extractor powered up and electricity cackled. Strange had her adjust the hemostatic stabilizers. Quinzel pushed up the field discharge switch. A red lever was pushed all the way up. Evil Essence flowed into the vat. Joker had a plan and told the others to concentrate in order to overload the Extractor with their collective evil. Strange realized what they were doing and ordered Quinzel to turn it off. She pushed the discharge switch and the Extractor powered down but the alarm still blared. Evil Essence erupted from the Collection Vat and hit District Attorney Harvey Dent then the Extractor blew up. Dent was transformed into a new super criminal named Two-Face. Warden Crichton had Strange fired for the incident. Strange occupied an abandoned Gotham Plastics factory and rebuilt and improved the Extractor over the course of six months to prove he was right all along.
Two-Face found him and recruited him to his cause. Robin was the first to find the rebuilt Evil Extractor while he was tailing Dent. He was captured and exposed to Evil Essence, transforming into a two-faced maniac. Two-Face plotted to douse the entire city in Evil Essence. To secure a bigger batch, Two-Face planted evidence on Robin for Batman to find to lead them to The Winning Pair Casino where an ambush was set up. Two-Face then invited several super-criminals to bid on Batman's secret identity. While Joker, Penguin, Riddler, Egghead, Shame, Mr. Freeze, and Clock King bid and argued, the Evil Extractor, secretly attached to their seating area, siphoned their Evil Essence and the Extractor transferred it into tanks attached to a stolen bi-plane.
