Hugo Strange theorized that a criminal's psyche was a battleground between good and evil but it was often one-sided. Believing it to have form, he invented a machine to remove the evil and end crime once and for all. Strange demonstrated his Evil Extractor from the Top Secret Prison Lab of the Gotham State Penitentiary. The Joker, Penguin, Riddler, Egghead, and Mr. Freeze were chosen as the test subjects. Arm and leg restraints kept them affixed to their seats and domes were placed over their heads. The machine successfully siphoned the reservoirs of evil deep in the criminals' warped brains then deposited the Evil Essence, in the form of a green gas, into the Collection Vat. Joker had other plans and bid his cohorts to concentrate and overload the Evil Extractor. District Attorney Harvey Dent was partially shielded by Batman when the vat erupted but he was still exposed to the Evil Essence. He was transformed into the villain, Two-Face.
Six months later, Two-Face recruited Strange for his plans and a chance to test their evil extract formula presented itself. Robin discovered the new Evil Extractor while he tailed Dent. It was success and Robin was transformed into a two-faced madman. He rampaged around Gotham City and caused property damage. Strange noted the forumla was potent but a bigger batch would be needed for Two-Face's plan to work. Two-Face already knew where to get it. He planted evidence on Robin to lead the Dynamic Duo to an ambush at The Winning Pair Casino then he captured them and put their secret identities up for sale to the highest bidder. While Joker, Penguin, Riddler, Egghead, Shame, Mr. Freeze, and Clock King squabbled, receptacles attached to the back of their seating extracted Evil Essence from them to the Evil Extractor to tanks attached to a bi-plane stolen by Two-Face earlier. Two-Face doused Gotham City in Evil Essence and turned many citizens into two-faced maniacs.
Batman was ultimately able to use his Bat-Laser to sever the tanks and they fell into the Gotham Harbor and Gotham City Dump. The last of the antidote Batman synthesized from curing Robin was lost during the battle, and Batman found the vial broken in his utility belt pouch. Batman managed to create an opening by secretly replacing Two-Face's coin with blank, and allowing Harvey Dent to fight back and take control for good. The next day, Batman and Robin deployed Bat-Evil-Essence-Antidote-Bomb across the city with the Batplane. Citizens were instantly turned back to normal upon exposure to the pink gas. Chief O'Hara noted he felt like he had gone through a three day bender.
