The Bat-Phone is a second form of communication between Police Commissioner Gordon and Batman. When the black button in the center of the dial area is pushed, the line incoming or outgoing connection is made. The iconic red rotary phone rests in Gordon's office at Gotham City Police Headquarters and is a direct line to Batman's, located in Wayne's study and Batcave. Wayne often answers the phone and speaks to Gordon as Batman before he and Grayson take the secret entrance down to the Batcave. After Batman and Robin foiled the Joker, Penguin, and Riddler aboard a Space Station, Batman started acting more and more different. Soon, he even kicked Grayson out of Wayne Manor and took a break from fighting crime. Gotham fell into chaos. Gordon called the Bat-Phone every 20 minutes but got no answer. Eventually, Wayne had enough. He pulled his Bat-Phone's land line out and threw it aside.

While Bruce Wayne was hosting Harvey Dent at Wayne Manor, Pennyworth told Wayne on the sly that the Bat Phone was ringing. Wayne excused himself and Grayson for their weekly badminton lesson. Wayne answered the phone and Commissioner Gordon revealed a package arrived at his office, explicitly addressed to Batman.
