Twin 1 and Twin 2 are the henchmen of Two-Face. In one battle, Robin was tortured on a medieval rack turned by the twins. Robin decked Twin 2 in the climax. Two-Face was captured and a cosmetic surgery was done to restore Harvey Dent but it failed. Six months later, while Batman and Robin were preoccupied with King Tut, Twin 1 and Twin 2 sneaked onto the Pyramid Towers construction site. Twin 1 noted Two-Face's scheme was falling into place two-fold but commented it was too bad Tut was defeated. Twin 2 wasn't as sympathetic and told him to just grab Tut's bag of stolen loot. Likewise, they sneaked into the Gotham City Library and stole rare editions of The Strange Case of Dr. Jekyll and Mr. Hyde, The Man in the Iron Mask, and A Tale of Two Cities while Batman and Robin fought Bookworm's henchmen. They returned to the Abandoned Sign Factory with the haul. Two-Face was sure it was all enough to finance his special plans for Gotham but they needed to abandon the hideout to stay ahead of Batman and Robin.
Twin 1 tried to say something but Two-Face told them to get the lead out, or he would put the lead in. He pulled his dual pistols out and cocked them. Batman and Robin arrived. Two-Face flipped his coin and got the scarred side up. As a result, the twins rushed them. Batman clocked Twin 2 then Twin 1. Robin heaved Twin 2 right into Twin 1. However, Two-Face pinned a giant #2 sign on Batman and Robin. Twin 1 readied a pipe but Two-Face grabbed his arm mid-swing. Twin 1 asked what was the matter with him. Two-Face stated the coin decided their fate. Batman and Robin were spared. Twin 1 thought he was nuts and pointed out they owed it to every crime-abiding crook in town to crush them. Twin 2 thought it was the ethical thing to do. Two-Face pulled out his guns. He told them to shut up, or else the coin decided their fates, too. He told them to grab the loot. At The Winning Pair Casino, Batman and Robin were exhausted from escaping from the giant billiards table.
Twin 1 asked them what was next. Two-Face told him to tie Batman and Robin to his giant coin death trap. Twin 2 took a memo and transcribed Two-Face's invitation to Joker, Penguin, Riddler, Shame, Egghead, Clock King, Mr. Freeze, and Catwoman. When Batman and Robin came to, Twin 2 worked a console and Two-Face's lift was taken up to their level. He found out their secret identities then had Twin 1 pull a curtain, revealing the super criminals invited to bid on their secret identities. After Batman and Robin were freed by Catwoman, the twins were tricked into punching each other out in the ensuing fight. They were rounded up by the police.
