Hugo Strange is a German inventor interested in the criminal psyche. One night, Strange demonstrated his invention, the Evil Extractor, in the Top Secret Prison Lab at Gotham State Penitentiary If it worked, it stood to render Batman, Robin, and all of law enforcement obsolete. Warden Crichton introduced Hugo Strange to Batman and Robin. He bowed and shared his theory about removing evil from a criminal's mind. Batman was intrigued but didn't believe in easy fixes on the road to the straight and narrow. District Attorney Harvey Dent reminded Strange he still had to prove the Extractor worked. Warden spoke into the intercomm and told McCarthy to bring in the prisoners. The Joker, Penguin, Riddler, Egghead, and Mr. Freeze were selected as the test subjects. They were affixed to chairs with arm and leg restraints and domes were lowered over their heads.

Strange explained the Evil Extractor would siphon the reservoirs of evil deep in the criminals' warped brains then, deposit it into the Collection Vat. Strange told Quinzel to instigate the extractor protocol. Quinzel began with decompressing the cerebral defibrillator and pushed a lever up on the console. The extractor powered up and electricity cackled. Strange had her adjust the hemostatic stabilizers. Quinzel pushed up the field discharge switch. A red lever was pushed all the way up. Evil Essence flowed into the vat. Joker had a plan and told the others to concentrate in order to overload the Extractor with their collective evil. Strange realized what they were doing and ordered Quinzel to turn it off. She pushed the discharge switch and the Extractor powered down but the alarm still blared. Evil Essence erupted from the Collection Vat and hit Dent despite Batman's best efforts then the Extractor blew up. Dent was transformed into a new super criminal named Two-Face. Warden Crichton had Strange fired for the incident.

Strange occupied an abandoned Gotham Plastics factory in a very run down area. Strange vowed he would show everyone and quietly rebuilt and improved the Evil Extractor over six months. He was annoyed with a sudden blackout and turned on a Bunsen burner. He gasped as he came face to faces with Two-Face. Two-Face asserted they had unfinished business and grabbed him by the collar. Strange dropped the burner and screamed. He joined Two-Face's cause. Robin suspected Dent was a part of Two-Face's return and tailed him to a warehouse. He saw a rebuilt Evil Extractor. Dent warned him to get out before it was too late. Robin was knocked out from behind. Two-Face and Hugo Strange tested their evil extract formula on Robin and transformed him into a two-face. In the city, Robin caused property damage on buildings and cars, mostly breaking glass. Batman intervened.

Hugo Strange observed from Dent's car in an alley and told Two-Face, who was in the back seat, the formula seemed quite potent but much more would be needed. Two-Face already had a plan for that. While super criminals bid for the secret identity of Batman and Robin, the Evil Extractor started secretly gathering their Evil Essence as they argued. Tanks attached to the bi-plane Two-Face stole from King Tut were filled with the gas. Once they were filled up, Hugo Strange nodded to Two-Face.
