The Archer is a warped version of Robin Hood who stole from the rich and kept most for himself. Archer was one of the 14 criminals freed from Gotham State Penitentiary by Robin and Catwoman to battle Batman and his Replica Ray clones at Gotham Palace. In the aftermath, he was rearrested and returned to the penitentiary.
