The capital of the United States of America, Washington D.C. is no stranger to being under seige. A victim of arson during the Civil War, Washington D.C. was rebuilt and became an important political center as home to the three branches of government.
In the present era, D.C. is also the home of the Justice League's Hall of Justice and the genetics lab Project Cadmus. On July 4th, at 14:00 Eastern Daylight Time (EDT), Batman, Robin, Green Arrow, Speedy, Aquaman, Aqualad, Flash, and Kid Flash were sighted entering the Hall. Roughly at the same time, Dubbilex secretly instigated an explosion and fire at Cadmus headquarters in an attempt to lure a superhero investigation.
On August 13th, at 23:03 EDT, Miss Martian and Robin traveled to the Pentagon and entered covertly. Miss Martian posed as a captain from the Judge Advocate General's office on orders to reopen the Captain Adams case. On August 15th, 00:00 EDT, Alec Rois made his way to D.C. and then entered the Pentagon to meet with his true boss, General Eiling. On November 25th, 11:28 Eastern Standard Time (EST), Superboy and Wolf arrived via Super-Cycle at East Potomac Park and met Lex Luthor and Mercy Graves. Luthor informed Superboy he was Project Cadmus' new Chairman of the Board and it created another Super-Clone. Later in the day, Superboy returned and Luthor admitted he started the cloning projects and he was the donor of Superboy's human DNA.
On December 30th, D.C. was abuzz with activity due to the public induction of five new members into the Justice League at the Hall of Justice. On December 31st, 00:16 EST, Red Arrow fled from the compromised Aquaman, Flash, and Green Arrow somewhere under the National Mall. Thanks to a diversion from the subway, Red Arrow escaped capture and hid out at one of his weapon caches, an apartment room. The Team later arrived in D.C. in search of him. Aqualad, alone, visited Red Arrow and convinced him to come along. On February 1st, 23:11 EST, Team Year One, Red Arrow learned from Black Canary that Aquaman's son Artur was born. On March 8th, 18:46 EST, Team Year One, the Guardian and Red Arrow completed another sweep of Project Cadmus for Speedy. On February 28th, 20:00 EST, Team Year Five, Red Arrow had another fight with Cheshire over the search for Speedy.
On February 13th, 21:06 EST, Team Year Six, Red Arrow neutralized an armed robber and took some of the stolen money for himself. Green Arrow, Black Canary, Jim Harper, Wally West, and Nightwing confronted Red Arrow and staged an intervention. Elsewhere in Washington, D.C., Superboy, Blue Beetle, Wolf, and Super-Cycle dealt with an incursion at the Hall of Justice by Intergang. On April 1st, Despero and L-Ron teleported to the entrance of the Hall of Justice and erected a shield around the complex. After Despero was neutralized and the Hall destroyed, it wasn't until late in the evening on April 2nd when the shield was dropped due to the intervention of the Reach Ambassador.
On November 6th, 15:01 EST, Team Year Eight, Catherine Cobert and Ambassador Troia held a press conference at the former site of the Hall of Justice. They stressed the need for the Justice League to retain their autonomy because decisions by political committee took too long and could cost lives. Troia pointed out it was two years since the Hall was destroyed and the committee to renovate the site was deadlocked on how to proceed then applied that imagining how Luthor's process of utilizing the League for life and death missions. On January 1st, 14:24 PST, Cassie Sandsmark zeted from Washington, D.C. to Hollywood to train with the other Outsiders.
