Star City, California is the homebase of Green Arrow and Black Canary and some of their proteges. On July 4th, at 9:01 Pacific Daylight Time (PDT), Team Year Zero, Green Arrow and Speedy arrived at the Capstone Bridge and defeated Icicle Junior, who was attacking innocent civilians. On July 17th, at 23:16 Pacific Daylight Time (PDT), Speedy disrupted another one of Brick's operations. Robin, Kid Flash, and Aqualad later appeared and assisted Speedy. On August 27th, Artemis was placed under arrest in order to infiltrate lock up and manipulate Icicle Junior into revealing the details of the Independence Day attack. On September 6th, 20:12 PDT, Green Arrow and Artemis happened on a museum theft in progress and engaged the thieves. On September 29th, Oliver Queen went to the Star City International Airport but got stuck in traffic due to heightened security for the arrival of Princess Perdita Vladek. He left a voice mail for Dinah Lance and kicked himself for not saying everything he wanted to. He looked at an engagement ring, but spotted Merlyn crossing the street. He quickly changed in his hybrid.
Just as Vladek came down an escalator with her bodyguard Denny Nielson, Joe Henchy, Johann Mintz, and Piotor Platz opened fire from among the gathered crowd. Nielson took two bullets but managed to shield Vladek while another bodyguard and a TSA agent was also shot. Green Arrow dropped down from the ceiling and fired a trick arrow that dispensed a smoke screen. He quickly introduced himself to Vladek. After disabling Joe Henchy's gun, Arrow grabbed Vladek and ran up the escalator with Mintz and Platz in pursuit. He told her it was midnight and they had to go before they turned into pumpkins and got smashed. He left behind a trick arrow and shot out a zip line to the tarmac near Gate 16. Platz hailed Merlyn and gave him the go-ahead. They took cover behind a baggage car. He remarked the black knights almost got them. She informed him she was ten and did not require fairy tale metaphors. He apologized and admitted it was the first time he rescued royalty. She forgave him, calling him "Robin Hood," and told him about her situation. Arrow thought she was brave and there was nothing wrong with her heart from his point of view.
Merlyn fired and pierced Arrow in the shoulder and leg with arrows. They hid behind a baggage car. Arrow broke and removed the arrows. Vladek ripped a piece of cloth from her dress to use as a bandage. He knew they had to make a run for it. He pressed the gas pedal with an arrow. Merlyn blew up the car with a flaming arrow. Arrow and Vladek landed on conveyor belt leading to baggage claim inside. Merlyn went to his comms and asked the development be reported to the client. Henchy attacked Arrow with a crescent wrench. Arrow blocked him and joked he thought he was after the girl. He hit Henchy's head with his bow. Henchy fell over the side. Arrow hit is head on the service chute entrance and briefly blacked out. As they came out into baggage claim, Merlyn was waiting with an arrow drawn. He asked what he should do with their bodies after he killed them both. Green Arrow challenged Merlyn to a one arrow duel. Vladek became alarmed when Merlyn mentioned he won the last 16 of their duels. Arrow assured her he had been practicing a lot. Arrow won and split Merlyn's arrow and bow string then rendered him unconscious with gas from the arrow he used. Vladek and Arrow exchanged a high five.
Count Vertigo attacked them with vertigo waves and readied his blade prepared with a cover story he came to protect his niece but arrived too late. Black Canary intervened and knocked him out with her Canary Cry. To her surprise, Green Arrow proposed to her. Vladek was elated and pleaded with Canary to say "yes" or she would. She stated every queen needs a consort. Arrow agreed. Canary accepted and they kissed. On October 1st, 16:57 PDT, a Plant Creature was attacked by Green Arrow, Red Arrow, and Black Canary. The Joker then commanded the plant to throw a loaded school bus over the bridge. Luckily, Green Lantern (Guy Gardner) saved the bus. On December 4th, 20:04 PST, Green Arrow and Artemis prevented Black Spider from assassinating Bernell Jones and captured him. When Artemis departed for Gotham City, Green Arrow and Red Arrow stopped an armed robbery at a Save-Big store on Weisinger and Papp. On January 1st, 07:26 PST, Team Year One, Red Arrow went over his role in the Light's plans while staying over at Green Arrow's place.
Over five years later, in Team Year Six, the original Speedy was brought to Star City to recover at Royal Memorial Hospital. Green and Red Arrow took watch over Harper. On March 21st, he left his bed and entered one of Green Arrow's armories in the city. From there he took a Zeta-Tube to Metropolis. On March 30th, 21:57 PDT, Tigress and a squad of Manta Troopers processed kidnapped teenagers into Containment Pods and shuttled them into the Manta Flyer for delivery to the Reach. Barbara Gordon, Tim Drake, and Bumblebee infiltrated the ad hoc prison and hid among the teenagers. On June 20th, Green Arrow and Black Canary came to the aid of a school bus and helped some children out. To their surprise, the bus and children teleported away.
Artemis Crock moved to Star City to help raise her niece Lian Nguyen-Harper after Jade Nguyen bailed on Will Harper. On July 29th, 7:16 PST, Team Year Eight, Oracle hailed Dick Grayson on comms while he was on the road in Star City. She informed him of Batman's staged walkout from the Justice League and took Batwoman, Robin, Green Arrow, Plastic Man, and others with him. Grayson was not concerned much and asked what she had. Oracle told him of two leads, how the Markovia Children's Hospital in Markovia was using substantial electricity than comparable facilities and a world class geneticist named Simon Ecks was underemployed as an internist there. Grayson mused the hospital would make for a great front and source of test subjects for meta-human trafficking. She was about to share an analysis identifying ideal allies for the mission to take down the hospital but Grayson interjected and stated he was way ahead of her. Meanwhile, at Will Harper's house, Brucely licked Artemis Crock awake. She went to the kitchen and put down his bowl then took some coffee from Harper.
Grayson knocked on the front door. He called Will "Roy" by mistake and admitted he was still not used to it. Will called him "Richard" then "Dick" and asked who he came to recruit this time. Crock agreed to go on his mission. On August 1st, 7:16 PDT, Harper and Crock woke up and headed to the kitchen for breakfast. He asked her if she still had that "thing" to go to. She emphasized she could not cancel and added she thought it would be helpful for Halo. As they spoke, Halo slept while floating in the living room. He inquired who should be responsible for her. She knew he was alluding to Grayson. He asked where he was. Later that morning, at Bowhunter Security, he was paid a visit not only by Grayson but Roy and Jim Harper. He tried to bring up Prince Brion Markov, Halo, and Dr. Helga Jace but Grayson came to discuss solid intelligence he got on a meta-human trafficking ring in Star City and he came by to make it an "All-Harper mission." Harper played coy and looked at his clipboard then agreed to help in exchange for their help on a Bowhunter Security gig.
On the drive over, Grayson voiced his protest. Harper pointed out he was going to hit the trafficking ring after nightfall anyway and revealed Bowhunter was down some employees due to food poisoning from bad Chicken Whizees at a company softball victory celebration. Grayson begrudgingly agreed to the quid pro quo. Crock and Halo walked through Grant Park amid people using Goode Goggles. Crock helped up Henry Fyff after he tripped. He thanked her and continued on. Halo thanked her for providing sanctuary. Crock laughed and noted they had to do something about her. Halo started to levitate but Crock pulled her down and reminded her not to fly unless she was doing it on purpose. Crock noticed her English was improving. Halo revealed she was remembering more words but nothing about her life. Crock inquired about the hijab. Halo thought it felt right. Crock promised Grayson was running a background check on her to figure out where her family was. Halo thought that was where they were going but Crock informed her it was a previous appointment she needed to keep. They went over to a tree where Dr. Fate emerged from a portal.
While they waited for Zatanna Zatara, Crock asked him to give Halo a "mystic once over." He obliged her request and sensed an old soul in the young body but concluded it was not up to fate to judge such a thing. Zatanna Zatara arrived. Per the agreement, Fate removed his helmet and Zatanna and Giovanni Zatara got to spend their annual one hour together. Elsewhere in the city, the Harpers and Grayson supervising the loading of a shipment of Goode Googles in three semi-trucks. Roy Harper tried to explain the value of them to the clueless Jim Harper. Will Harper directly told Grayson there needed to be a serious conversation about what to do with Halo long-term. Roy Harper did not believe anyone would try to steal the shipment in broad daylight. Nearby, Brick and his cronies prepared to steal the shipment in broad daylight. The three cronies posed as the drivers and their credentials checked out. Will Harper was suspicious and stated the clipboard did not lie. He eventually realized they were Brick's thugs. They piled into his SUV and pursued the trucks along the Pacific Coast Highway.
Zatanna Zatara was once again crushed when her father put the helmet back on and Dr. Fate left the park. Crock comforted Zatara. Halo realized that was the reason why Crock had to be there. After Brick and his thugs were taken away by the police, Grayson promised to step up and make things right with Halo, Markov, and Jace. That night, four men associated with the meta-trafficking ring were left for the police by Nightwing, Red Arrow, Arsenal and Guardian. Six kidnapped teenagers were also freed. They watched from a nearby roof. Arrow believed they looked better in their Bowhunter uniforms but Nightwing disagreed. On September 10th, 12:01 PDT, the Flash and Shazam posed as Stateville Penitentiary guards driving a transport. As suspected, the transport was attacked. Sportsmaster used a javelin to force it to flip. Flash and Shazam quickly changed and engaged him but they were knocked back by a sonic pulse emitted from a hockey puck. Abra Kadabra made the rear hatch on the transport vanish and urged Brick and Shade to hurry.
Rocket knocked Abra back and trapped Brick in a force bubble. Aquaman wrapped Abra in water, pulled him in, and punched him. Flash pursued Sportsmaster and Shade into an alley but they were gone. Brick bemoaned his bad luck as an Inhibitor Collar was put back on him. Aquaman countered he had no idea how lucky he was. On October 12th, 19:49 PDT, Crock declared it was long past they enrolled Halo in high school. Naturally, she went with "Violet" with the forms but Crock informed her she needed a last name, too. She suggested "Ice Cream" but Crock did not think that would fly. She suggested "Daou," Gabrielle's last name but Violet declined and briefly considered "Halo" but decided her mission name should stay secret. Crock volunteered hers but mused she even hated that name, too. Will Harper offered his. She liked "Violet Harper." He noticed Jade Nguyen was outside the house spying on them and excused himself to use the bathroom.
Nguyen was amused he was still able to sneak up on her but wondered if the truth was she lost her touch. He told her she did not lose anything and invited her inside. She declined and still believed they did not need her and would be better off. He disagreed and pointed out she was lurking. Nguyen revealed she came to say goodbye in her own way and in her own mind then told Harper to move on. She shed a tear and ran off. On November 1st, 6:23 PDT, Tara Markov sent a text to Deathstroke confirming she was in. On November 6th, 17:21 PST, Jefferson Pierce and Dr. Jace paid the Harper home a visit. Pierce noted it was a full house. Jace called it a house full of love but admitted she felt so useless. She believed she could help Victor Stone if she had a fully equipped laboratory. Tara Markov walked Brucely outside with her phone on a live call for Deathstroke to eavesdrop. On November 16th, 17:17 PST, Crock left the house while Harper and his daughter had a gross out contest at the dinner table.
On November 17th, 16:16 PST, Harper called Brion Markov into the kitchen to help with the dishes. Violet Harper suddenly remembered Gabrielle Daou was the one who let the assassin Jaculi into the Markovian Royal Palace to murder Markov's parents. On November 22nd, 16:00 EST, the Harper home was busy with preparations for Thanksgiving. Paula Crock noticed her daughter and Harper eyeing each other. Paula Crock boasted about her daughter working to become a college professor. Dr. Jace unknowingly mentioned how she also helped mentor the children and fought alongside them as Tigress. Paula Crock became upset and left the table. Artemis Crock excused herself and was read the riot act about going back to the life when it nearly destroyed her two years ago. Paula Crock wanted her to have a chance at a normal life and used Barbara Gordon to illustrate what the cost could be. She implored her to get out of the life for good and settle down with Will Harper. She was shocked and denied there was anything going on between them. Paula Crock stated the hard truth was her granddaughter needed a mother.
Violet Harper confided in Dr. Jace about Daou's memory and swore her to secrecy. Jace called up Ultra-Humanite for help. On December 7th, 19:49 PST, Violet Harper, Tara Markov, and Artemis Crock sat in the kitchen watching the feed of the Outsiders' first mission. Crock thought it was weird to see a team mission televised and decided to commemorate Harper and Markov's last night with one last sleep over with ice cream. Markov comforted Nguyen-Harper during a thunderstorm while Crock cuddled with the scared Violet Harper. Crock watched the last of the feed and found "Outsiders" catchy. She asked Markov to put Nguyen-Harper back to bed. Markov complied and texted Deathstroke the Outsiders were really part of the Team and Justice League and asked for his orders. He told her to relax and her time would come. On February 14th, 18:04 PST, Team Year Nine, Crock came home to a romantic dinner for two. They kissed but Crock pulled away and ran to her room and cried. She looked at a photo of Wally West and profusely apologized then called up Zatanna Zatara.
They met at Grant Park but Crock was upset to see Raquel Ervin and M'gann M'orzz present. Zatara told her they came for the aftermath. She told Crock there were limits to her magic and she could not raise the dead then begged her to reconsider. Crock reminded her of their encounter with Secret about nine years ago. She stated she just wanted closure and to say goodbye to West. Crock threatened to go to Wotan so Zatara caved. She pretended to cast a spell that sent her soul to limbo to reunite with West. In reality, M'orzz used her telepathy to create an open space in Crock's mind for her to work things out on her own. It worked. M'orzz comforted Crock while Ervin tended to Zatara. Violet Harper took an asleep Nguyen-Harper back home. Crock returned soon after and told Will Harper she would always be there for him and Nguyen-Harper but they were not right for each other. He was relieved and admitted he felt the same way as soon as they kissed. They agreed to be friends and family always. Brucely followed after Crock. At some point, Paula Crock moved to Star City to be closer to her family.
On February 23rd, 11:19 PST, Team Year Ten, Bowhunter Security was on-site to guard a shipment of Wayne Tech hardware destined for the new Wayne Tech skyscraper in Star City. Roy Harper, Jim Harper, and Harlan Matthews were assigned to the gig. Roy Harper found it boring. They were soon attacked by a Task Force X squad consisting of Brick, Black Manta, Captain Boomerang, Tuppence Terror, and Monsieur Mallah. Brick was not pleased to see Bowhunter again but the others believed they were pushovers. Matthews noticed a boomerang. Roy Harper ordered them to get down but it was too late and the boomerang exploded, knocking all three off their feet. Terror and Brick simultaneously smashed two steel reinforced doors in at two ends of the warehouse. Mallah fired a gatling gun but Roy Harper returned fire with his cybernetic arm. Jim Harper took on Brick. Black Manta blasted Roy Harper then gave Boomerang the cue. He threw three boomerangs in the ground around Matthews and activated a desiccation field to drain the moisture from Matthews' body.
The Harpers were knocked out. Mallah used a sophisticated vacuum cleaner to suck up Matthews' remains. Matthews was in reality a reformed Clayface and the true target of the squad all along. They departed in the Manta-Flyer. On March 26th, Crock was happy. She had breakfast with Lian Nguyen-Harper and caught her cup before it spilled, taught at Royal University, went on a date with Jason Bard, and took part in a Team mission that involved fighting Manta Troopers. She returned home but learned from Dick Grayson and Kaldur'ahm that Conner Kent was dead. She fell into a malaise and was distracted in every facet of her life. On April 18th, 17:54 PDT, she admitted to Will Harper she was not coping well. She was followed to Royal University by Onyx, a defector from the League of Shadows, but Arsenal and Arrowette intervened. When Tigress revealed herself, Onyx revealed she came with a warning that Cassandra Savage was assigned to infiltrate the Team as a mole. Tigress got Will Harper to help transport them to the Vault so they could figure things out in safety. However, they were attacked enroute by Shadows. At the Vault, Tigress decided to give them both the benefit of the doubt.
On April 19th, 04:16 PDT, Crock tricked Jade Nguyen into coming to Harper's house with Paula Crock's emergency signal. She asked Nguyen for her help in the mole situation. Nguyen was uninterested and was about to leave but Crock pointed out she was followed by a Shadow from the house, the same house her daughter lived in. Back at the Vault, Looker reported to Tigress she could not glean anything using her telepathy. Crock later met with Nguyen at Grant Park but coincidentally bumped into Bard. She was forced to introduce the two. Nguyen loved making it awkward. Crock urged him to run. Nguyen approved of Bard then admitted her intelligence on Onyx and Savage was limited. Tigress sneaked Cheshire into the Vault and convinced Orphan it was okay. The League of Shadows kidnapped Orphan then issued an ultimatum, she would die unless Cassandra Savage was brought back to Santa Prisca.
Tigress was shocked to learn from Cheshire that Orphan was Lady Shiva's daughter. She decided to go to Santa Prisca with both Onyx and Savage. Cheshire refused but used her old Mad Hatter code phrase as she left. On April 20th, 6:00 PDT, Halo zetaed to the Vault for her guard duty shift but everyone was gone and it still a mess. On April 21st, Will Harper got a call from Artemis Crock about bringing another stray home unaware it was really going to be Jade Nguyen until she saw her daughter made a mask based on hers. On April 22nd, 07:16 PDT, Crock returned home. On August 28th, 09:00 PDT, Black Canary held a therapy seesion with Garfield Logan in her office in Star City at Sherwood Florist. She pretended the session was just a formality and he would return to active duty. She continued to press him about his statements like if he really wanted to return to the Outsiders.
Eventually, Garfield Logan had a break through and revealed he believed it was his fault so many people that mattered to him died over the past ten years starting with his mother and presently with Conner Kent's alleged death. She pressed him about what he could have done. Logan finally admitted he felt powerless and needed help. Lance told him he made a real start to get better. On November 6th, 06:26 PST, Oliver Queen woke up to a call from Queen Perdita Vladek. On November 9th, 08:00 PST, Queen Perdita Vladek's private jet arrived in Star City. She recalled she hated that airport. Vladek and her bodyguard Denny met up with their security detail, a team from Bowhunter Security consisting of Will Harper, Roy Harper, Jim Harper, and Harlan Matthews. She had several stops in the city, including a tour of S.T.A.R. Labs, an economic conference at 16:00, and an embassy dinner at 8 pm. However, at S.T.A.R. Labs, she was kidnapped by several armored individuals. Roquette, Nielson, Queen, and Lance were taken to Royal Memorial Hospital for observation.
On November 11th, 12:31 PST, Paula Crock and Lian Nguyen-Harper visited the still comatose Oliver Queen and Dinah Lance at Royal Memorial Hospital. On November 12th, 09:05 PST, Queen, Lance, Roquette, and Nielson regained consciousness.
