Happy Harbor is a small New England municipality located in the state of Rhode Island on the east coast of the United States of America. While a center of commerce and culture, Happy Harbor was the location of the Justice League's first secret headquarters in Mount Justice. When the location was compromised, the League moved to a new location.
Years later, it was revived for a covert operations team composed of Robin, Aqualad, Kid Flash, Superboy, and Miss Martian. While the Team was out flying in Miss Martian's Bio Ship, Red Tornado learned an emergency alert was triggered at the Happy Harbor Power Plant. The Team investigated covertly and discovered it was attacked by a new villain named Mr. Twister. Their battle caused much property damage to the plant, harbor, and city. On August 8th, 21:53 EDT, the Team set up a perimeter around Happy Harbor High School, home of the Hornets, to safeguard Dr. Serling Roquette while she completed a virus to neutralize the Utility Fog. Upon an incursion by Cheshire, the Team moved Roquette across the town to the Sandbar Internet Cafe while Miss Martian posed as Roquette at another location.
On Septermber 7th, 07:58 EDT, Megan Morse (Miss Martian) and Connor Kent (Superboy) attended their first day at Happy Harbor High School. A teacher, Lucas Carr, broke up a confrontation between Kent and Mal Duncan as homeroom began. Morse and Kent were befriended by Wendy Harris and Marvin White. Harris recruited Morse to try out for the Bumblebee's, the high school's cheerleader team, and was accepted. On November 5th, a refugee center was set up at Happy Harbor High's gym while children were gathered up. Billy Batson and Amber Joyce flew into Happy Harbor's airspace near midnight. In order to save Joyce, Batson transformed into Captain Marvel and discovered the nature of Klarion's magic spell as a result.
On March 23rd, 22:23 EDT, Team Year Six, Mal Duncan was on his way to Mount Justice from Ivy Town when he and several civilians witnessed the destruction of the mountain. After requesting aid from the Watchtower, Duncan raced to the beach near Mount Justice and found Wolf, Superboy, and Nightwing as Sphere was sinking into the ocean.
