Belle Reve Parish is an area in Louisiana close to the coast of the Gulf of Mexico. Composed mostly of swampland, the Parish is home to Belle Reve Penitentiary, a federal prison for supervillains. On September 16th, 21:55 Central Daylight Time (CDT), a Belle Reve transport holding Mr. Freeze, Icicle Junior, and the Terror Twins passed through Belle Reve Parish on route to the prison.
