At some point, Wendy Jones was confirmed to have the Meta-Gene and ended up trafficked to a meta-human depot in Bialya in Team Year Eight. She was set to be sold during an auction. On November 1st, Jones was one of the meta-humans rescued by Nightwing's covert team. They eluded recapture by the Terror Twins thanks to Geo-Force and Terra's intervention and left the depot in Bio-Ship. The rescued meta-humans were all dropped off at the Meta-Human Youth Center in Taos. On November 16th, 20:20 MST, the orientation began at the Youth Center. Jones stood in the back of the auditorium and was about to leave but Eduardo Dorado Junior admitted running away was his first instinct, too, but noted she couldn't run away from her powers anymore than she could run away from herself and asked for at least a shot at helping her. She asked who he was. He suggested she stick around and find out. To her surprise, he teleported to the other podium on the front stage. She took a seat, smiled, and listened to the Dorados speak.

On November 17th, 07:07 MST, Dorado Junior presided over a session with Livewire, Mist, Wendy Jones, and Celia Windward. They debated the Youth Center's voluntary policy about Inhibitor Collars. Jones asked Dorado Junior what he did. He replied he used to pray to get rid of his powers. He admitted he still didn't see himself as the hero type but learned to accept and even love his meta-abilities. He stated they were a part of him and didn't pretend they didn't exist so he never used a collar. Jones agreed and made a tiny tornado on the palm of her hand. She blew it out, joked collars were for pets, and vowed she would never put one on. The four were then sent to a room to practice control of their meta-abilities while Dorado Senior stood in an observation room. Livewire was amused Jones thought she and Mist had "hero names" already. Jones wanted to be called Windfall and made a whirlwind but Mist got caught up in it. Livewire got angry, called Jones an idiot, and zapped her. Livewire checked on Mist. Jones took offense to being called a meta-brat.

Dorado Senior tried to calm the situation but Jones attacked Livewire. She lost control and started to asphyxiate everyone. Dorado Junior crawled to her, touched her shoe, and teleported them both outside. Jones sobbed as she apologized profusely. Junior told her it was all right but she declared she was a monster. She shut down mentally and put on a collar. At the next session, Livewire and Mist left in protest of her. On November 22nd, Jones went to the Harvest Festival was she was still despondent. Junior confided to Queen Perdita Vladek about Jones. He admitted he failed her but believed the collar gave her an illusion of control but something died in her. Vladek could see it broke his heart. She approached Jones and introduced herself. Jones gasped and bowed. Vladek assured her she was not anybody's majesty and complimented her hair. The meta-human teenagers at the festival were targeted by Onslaught and drugged. Junior took the unconscious Jones from Holocaust and teleported away.

While Garfield Logan issued a statement to the press, Jones remarked to Vladek her guy was pretty great. On December 7th, 20:52 MST, Junior paused a session to show everyone coverage of the Outsiders' maiden mission in Brooklyn, Maine. Jones watched and was delighted. On December 21st, 16:51 MST, Jones stood outside the Youth Center when the Outsiders arrived with meta-humans rescued from Cuba. She overheard Junior telling Beast Boy he wanted to join the Outsiders and thought that was amazing. She hinted it was the perfect time and told them to check their phones. They learned the Outsiders were now trending internationally and were now more famous than the Justice League. On January 1st Team Year Nine, Jones posted on Eyespasm in support of the Outsiders. On February 26th, 13:13 MST, Jones removed her Inhibitor Collar. At some point later in the year, she joined the Outsiders as Windfall and moved into a room at the top of the Premiere Building in Hollywood.

On February 24th Team Year Ten, Windfall took part in an Outsiders mission and helped defeat the Kobra Cult. Windfall blew away several cultists attempting to flank Stargirl. Beast Boy complimented her and stopped Kobra from broadcasting a signal designed to brainwash people into joining the cult. On April 19th, 12:17 PDT, Wonder Girl and Windfall knocked on Garfield Logan's door and notified him about the literally growing threat of Hurricane Amy. Windfall noted flash flooding in Florida and stranded citizens. Wonder Girl shared suspicion Weather Wizard was behind it but Windfall thought it was just global warming. Logan declined to join, claiming to still be "javelin-lagged" after the trip back from Mars. Windfall noted he was sleeping a lot. Wonder Girl agreed but they headed to Florida. On September 16th, Windfall attended Conner Kent and M'gann M'orzz's wedding in Happy Harbor. On November 11th, after 22:33 UTC+2, Windfall was part of Mongoose Squad. They boomed to Madinat Altharwati and backed up Terra and Super-Cycle outside a Lexcorp Robotics factory. Windfall tore several Lex-Bots up in a tornado. At 22:42 UTC+2, Windfall and Kid Flash tore up two Lex-Bots in twin tornadoes.
