Virgil Hawkins is a resident of Dakota City. While was waiting for Sharon, his older sister, at a train station, Hawkins was kidnapped by the Light and given to the Reach for their Metagene research. They performed tests on Hawkins using electricity. At first, he was subjected to little static shocks but was eventually exposed to high dosages of electricity. He noticed eventually some of the other teenagers disappeared. On March 31st, Hawkins was among those saved by the Team. However, he was stuck in the loading bay when the Black Beetle intervened on the rescue operation. Hawkins tried to take a Manta Trooper's gun but was disarmed by Shimmer. Once Blue Beetle arrived and reopened the bay area, Hawkins tumbled towards the Bio-Ship. On April 1st, 17:23 Mountain Daylight Time (MDT), at the Taos branch of S.T.A.R. Labs, Hawkins spoke to Black Canary about his ordeal. During the interview, he unconsciously magnetized a paper clip. He left amid concerns about his family and going home. Hawkins tossed the clip back on the desk. Black Canary watched as the clip attracted the others and formed a ball.
Virgil Hawkins came to like his powers and wasn't interested in a cure. He developed his powers so he could lift small objects like garbage can lids. On May 13th, 13:05 MDT, Hawkins convinced Dr. Wilcox to give the teenagers a 20 minute lunch break. During that time, Hawkins revealed he had a plan to break out of S.T.A.R. Labs. However, he didn't have much of a plan. Luckily, Lex Luthor had plans of his own and staged a power outage. They escaped and hid at a bus depot. Hawkins used a pay phone to call his parents. He left a voicemail asking them to wire him enough money for four bus tickets to Dakota City. After avoiding a team sent by S.T.A.R., the teenagers ran into Blue Beetle. After Blue Beetle revealed his secret identity and origin, Hawkins still contended they would still be lab rats. Blue Beetle countered that Hawkins was putting his family in grave danger if they returned to Dakota. Amid Eduardo Junior's concerns for his father, Hawkins agreed they had to go back to S.T.A.R. and help. He attempted to run interference and blasted Red Volcano, only to be knocked away.
Hawkins became concerned with Blue Beetle's disregard for the S.T.A.R. employees and directed his peers to help evacuate people out of the buildings. Hawkins pulled an unconscious Burton Thompson to safety. The four were later surprised to meet Lex Luthor, who knew them all by name. On May 29th to 30th, the group agreed to Luthor's mission to the Warworld. Upon being surrounded by Reach, Hawkins stepped forward and pretended to give up. The rest followed suit then attacked the Reach soldiers. In the aftermath, only Hawkins was intrigued by Nightwing's offer to join the Team. Nonetheless, the group cut ties with Luthor and left their Taos hideaway with Arsenal. On June 20th, Black Lightning and Virgil Hawkins formed Delta Squad and disabled the Magnetic Field Disrupter beneath Dakota City. He was given the A-18 designation. Black Lightning was impressed with Hawkins' potential and offered to be his mentor if he ever needed one. As of July 4th, Hawkins became the 26th member of the Team and took on the codename Static. He was assigned to Gamma Squad, whom was given the task of following up on Batgirl's lead on Vandal Savage's next move.
