Lia Briggs is a Scottish girl born in 2002. At some point, she meta-activated and gained the power of telepathy. She was kidnapped and ended up as a member of the League of Shadows. A Control Chip was applied to her. On December 31st, 09:00 CAT, Team Year Eight, Briggs was part of the squad of Shadows sent to Bwunda to stage an attack on United Nations Secretary-General Lex Luthor and President Simon M'Barra pretending to be the Bwundan Independence Front. Briggs was tasked to assassinate one of the Light's true targets, Ambassador Troia of Themyscira. Briggs approached room 1616 from the hall and used her telepathy on Troia then Lady Shiva swung in through the glass and kicked her then readied a sword. Halo dropped her illusion and she and Terra engaged Shiva while a maid in the hall revealed herself to be Miss Martian. She used telekinesis to take Briggs off her feet, shattered her mask, and removed the Control Chip. Briggs was taken onto the Bio-Ship. She stated she didn't want to carry out the attack but she had no control over her mind and body.
Miss Martian assured her it was okay and she was among friends. She consented to their help and nodded. Beast Boy deduced the incident was a set up to make the Outsiders look bad. Briggs confirmed that was the intent. At 07:15 MST, Wonder Girl escorted Briggs into the Meta-Human Youth Center. During Lex Luthor's interview with G. Gordon Godfrey, social media exploded with parents, fans, and those saved by Outsiders voicing their support for the team in opposition to his call for a new hero registry. Briggs was one who spoke out on the Eyespasm social media service. In Team Year Nine, Briggs joined the Outsiders as Looker and was given the designation D-16. She moved to the Premiere Building in Hollywood. On April 19th, Team Year Ten, Looker was brought in to read the minds of Onyx and Cassandra Savage, both claiming to be defectors from the League of Shadows. Tigress and Orphan observed the security feeds of Temporary Cells A and B as Looker tried to use her telepathy on them. Looker reported they both seemed sincere.
Orphan pointed at her head. Looker understood and read Orphan's mind. Looker shared that Orphan was informing her that Shadows were trained to thwart psychic readings. Tigress asked if that's what she thought was happening. Looker admitted she wasn't as skilled as Miss Martian and couldn't be sure then asked if there was someone else they could call. On September 9th, 19:08 MDT, Briggs attended Dinah Lance's monthly group therapy session in Taos. After Violet Harper admitted she felt a little broken, Briggs added they were all a little bit broken. After Garfield Logan shared, Briggs asked him about Space Trek 3016 and commented it was lame without him. Logan admiited he didn't know if he would return to the show. That night, she attended the dedication ceremonty for the new Hall of Justice on Justice Island in New York City. On September 16th, Looker attended Conner Kent and M'gann M'orzz's wedding in Happy Harbor. On November 10th, 03:10 CET, Wonder Girl hailed Raptor Squad in Paris. El Dorado, Robin, and Looker perched on a building and ran surveilance on Joe Henchy, a person of interest in the kidnapping of Queen Perdita Vladek.
After 05:59 CET, Robin snagged Henchy and yanked him to the ground then gave Looker her cue. She used her telepathy while he protested. El Dorado commented he was still very rude. She only discovered Henchy had nothing to do with Count Vertigo's escape or Queen Perdita's kidnapping and added he was in regular contact with Count Vertigo while trying to figure out a way to bust him out of prison until the other night.
