Oliver Queen was once a wealthy man but lost his fortune at some point. In 2001, Queen became the superhero archer Green Arrow and kept Star City safe. At some point, he supposedly stole the spotlight from Merlyn and they became enemies since. They had 16 archery duels and Merlyn won every one. In 2004, he joined the Justice League as its eighth member along with Hawkman and Hawkwoman. In 2007, Green Arrow took on a protege codenamed Speedy. Soon after, Speedy was kidnapped by the Light while they were investigating a LexCorp shell company smuggling weapons to North Rhelasia. Three months later, Green Arrow found who he thought to be Speedy. He was unaware Speedy was in fact a force-grown clone created by Project Cadmus. After the reunion, Green Arrow grew a goatee and met Black Canary for the first time. Despite protocol, Arrow later told Speedy about the Watchtower, the League's secret headquarters in space.
Nine years after his debut, on July 4th, at 9:01 Pacific Daylight Time (PDT), Team Year Zero, the 32 year old Green Arrow and 18 year old Speedy fought Icicle Junior atop Star City's Capstone Bridge. After feeling disrespected by the League, Speedy parted ways with Green Arrow in order to strike out on his own as Red Arrow. On August 3rd, Green Arrow and Black Canary were attacked by a new menace named Amazo in Litchfield County. Unable to defeat the android, the duo radioed for help on the League intercommunication device. The battle was won by the League in four hours. The next day, during a debrief in the Cave, Green Arrow showed the Team an arrow shot during the mission was not his.
Batman and Green Arrow connected the arrow to Artemis Crock. On August 7th, they visited her parents' apartment and offered Artemis a position on the Team. Artemis accepted on the condition her identity and family history were concealed. Both heroes had no issue with the condition. Green Arrow proposed she be introduced as his new partner and niece. Green Arrow was aware that Speedy was pursuing a solo career but when he teleported to the Cave as Red Arrow, Green Arrow was just as surprised as everyone else. While trying to converse with him, Green Arrow was only accused of quickly replacing his former partner. At Batman's behest, Arrow reminded him that he brought a mission to the Team and Artemis would be involved.
On August 21st, he attended Kent Nelson's funeral then gave Artemis an odd request, to arrest her. On August 27th, 08:33 PDT, Artemis reported to Green Arrow after she baited Icicle Junior for intelligence on the Independence Day attack. On September 6th, 20:12 PDT, Green Arrow and Artemis confronted a group of thieves at a museum in Star City. On September 22nd, Green Arrow was on monitor duty at the Watchtower but managed to recruit Red Tornado to cover for him while he went on a date with Black Canary. He later arrived with other members of the Justice League to find the Cave invaded, the Team neutralized, and Red Tornado missing. On September 29th, Queen was late to Star City International Airport to pick up Dinah Lance. He called her phone but only got voicemail and left a message apologizing and promising he would meet her at baggage claim. He looked at a ring box and kicked himself for not saying he loved her and couldn't live without her. While he yelled at the car ahead to move, he spotted Merlyn and quickly changed into Green Arrow.
Green Arrow crashed through the terminal's glass ceiling and fired a trick arrow that emitted a smoke screen to obfuscate the vision of Queen Perdita Vladek's would-be assassins Joe Henchy, Piotor Platz, and Johann Mintz. He found Vladek and apologized for being late and told her to try and change clothes in a hybrid. She didn't understand. He told her to never mind and formally introduced himself and told her he came to help. After disabling Henchy's gun with a standard arrow, Green Arrow grabbed Vladek and ran up the escalator with Mintz and Platz in pursuit. He told her it was midnight and they had to go before they turned into pumpkins and got smashed. He left behind a trick arrow and shot out a zip line to the tarmac near Gate 16. They took cover behind a baggage car. He remarked the black knights almost got them. She informed him she was ten and did not require fairy tale metaphors. He apologized and admitted it was the first time he rescued royalty. She forgave him, calling him "Robin Hood," and told him about her situation.
Arrow thought she was brave and there was nothing wrong with her heart from his point of view. Merlyn fired from the terminal's roof and pierced Arrow in the shoulder and leg with arrows when they made their move. They hid behind a baggage car. Arrow broke and removed the arrows. Vladek ripped a piece of cloth from her dress to use as a bandage. He knew they had to make a run for it. He pressed the gas pedal with an arrow. Merlyn blew up the car with a flaming arrow. Arrow and Vladek landed on a conveyor belt leading to baggage claim inside. Henchy attacked Arrow with a crescent wrench. Arrow blocked him and joked he thought he was after the girl. He hit Henchy's head with his bow. Henchy fell over the side. Arrow hit is head on the service chute entrance and briefly blacked out. As they came out into baggage claim, Merlyn was waiting with an arrow drawn. He asked what he should do with their bodies after he killed them both.
Green Arrow challenged Merlyn to a one arrow duel. Vladek became alarmed when Merlyn mentioned he won the last 16 of their duels. Arrow assured her he had been practicing a lot. Arrow won and split Merlyn's arrow and bow string then rendered him unconscious with gas from the arrow he used. Vladek and Arrow exchanged a high five. Count Vertigo attacked them with vertigo waves and readied his blade prepared with a cover story he came to protect his niece but arrived too late. Black Canary intervened and knocked him out with her Canary Cry. To her surprise, Green Arrow proposed to her. Vladek was elated and pleaded with Canary to say "yes" or she would. She stated every queen needs a consort. Arrow agreed. Canary accepted and they kissed.
On October 1, 16:57 Pacific Daylight Time (PDT), Green Arrow fought Plant Creatures in Star City with Red Arrow and Black Canary. On November 11th, Green Arrow worked with Artemis, Martian Manhunter, Miss Martian, and Zatanna to destroy a Flying Ice Fortress. On November 22nd, 09:42 EST, Oliver Queen and Dinah Lance teleported to Mount Justice to meet with Batman, Red Tornado, and Miss Martian. They were shocked to see footage of Superboy and Black Canary kissing. When it turned out to be Miss Martian, Queen found the whole thing hilarious. On December 4th, Green Arrow and Artemis went on patrol in Star City. Together, they saved the life of journalist Bernell Jones and captured Black Spider. Once Artemis departed, Red Arrow appeared to Green Arrow. Before Green Arrow could reveal the reasons for summoning him, an armed robbery took place at the Save-Big store on Weisinger and Papp. After the robbery was prevented, Green Arrow revealed Red Arrow was slated to join the Justice League. He implored Red to set a good example for the other heroes and join the Team first.
On January 1st, Team Year One, Green Arrow left the Watchtower with Black Canary and Red Arrow. Red Arrow stayed over at Queen's residence at his former mentor's insistence. By November 1st, Green Arrow was taking part in shifts shadowing Lex Luthor in an attempt to discern a lead on Speedy. By Team Year Two, the search for Speedy was called off and Red Arrow continued alone. On February 13th, Team Year Six, Green Arrow located Red Arrow in Washington, D.C. and staged an intervention. Green Arrow tried to invite him back to Star City and work as his partner again but was turned down. After Artemis' "death," Green Arrow began to believe it was a curse for his former partners to have him as a mentor. Red Arrow reassured him he was a good man and that the original Roy Harper still needed him. However, to their dismay, Harper attempted to murder Lex Luthor in revenge. On May 27th, Green Arrow watched over the Crystal Key chamber with Plastic Man and Zatanna. On June 20th, Green Arrow took part in the coordinated strike on the Magnetic Field Disrupters. He was on Iota Squad with Captain Marvel. He attended Wally West's funeral.
On July 27th, 19:57 EDT, Team Year Eight, Batman and Green Arrow staged a walkout from the Justice League due to mounting United Nations regulations. Black Canary was disgusted at being kept in the dark and refused to join them. He continued to operate on Batman's covert team. On February 15, Team Year Nine, Arrow was in the Batcave watching the Markovian coup. On February 24, Batman and Nightwing's covert teams were merged back into the Justice League and Team. On April 18, Team Year Ten, Oliver Queen gave permission for the use of the Vault to interrogate Cassandra Savage and Onyx after they both supposedly defected from the League of Shadows. Queen only requested that Arsenal be kept away from the rocket launchers. On September 16, he attended Conner Kent and M'gan M'orzz's wedding in Happy Harbor. He listened to Black Canary's pitch for a mental health sanctuary for the League and its allies.
On November 6th, 06:26 PST, Team Year Ten, Queen awoke and answered a call from Queen Vladek asking for his help with secretly transferring Kryptonite when she arrived in three days. On November 9th, Black Canary and Green Arrow posed as colleagues of Dr. Serling Roquette. After Dr. Roquette met Queen Perdita Vladek, she introduced Vladek to Dinah Lance and Oliver Queen. The tour was disrupted by several armored individuals crashing in through the ceiling. Bowhunter Security, Vladek's private security detail, responded. Oliver Queen gave Jim Harper the Maneuver Seven cue and was tossed up in the air. He fired an exploding trick arrow into one of them but was tackled by 10. 10 then fired a miniature dart into Queen's neck from their gauntlet. Queen collapsed into a comatose state as did Dr. Roquette, Vladek's bodyguard Denny, and Lance who were also hit with darts. They were remanded to Royal Memorial Hospital.
On November 12th, around 09:05 PST, they regained consciousness. Queen Vladek told Denny Nielson she was fine and was glad he was all right. Queen quipped that was good to hear because he would have been worried if he was conscious. Lance mused deep down, they all knew she would be all right. Will Harper added because they knew everyone else would make sure of it.
