Tommy and Tuppence Terror are fraternal twins, although technically Tommy is three minutes older. They grew up to discover they had super strength and developed sociopathic tendancies. They declared themselves the Terror Twins. The teenage villains went from state to state causing trouble wherever they went. On July 7, 10:09:16 Central Daylight Time (CDT), Team Year Zero, they arrived at the Central City Mall. Eager to keep Tuppence happy, they went to Gemini Gems Jewelry & Watches.
At 10:13:16 CDT, Tuppence selected a $2000 necklace and stole it. The commotion attracted the attention of Wally West and Superboy, who were shopping for the latter. Tuppence threw a mall cop over the railing while Tommy dragged the jeweler to the food court. Upon seeing the masked West and Superboy, the twins took everyone in the food court as hostages. Luckily, Tommy punched Superboy into the mall parking lot. They sighted the Flash and Superman and tried to flee the scene. Superman pursued them.
The Twins later became engaged in a three state rampage through the South. They fought Superman and Martian Manhunter in New Orleans on September 14th, at 16:53 CDT. The heroes tossed them into a nearby warehouse were Aqualad and Red Tornado ambushed them with Proprietary Collars. The devices inhibited their meta abilities. Miss Martian and Superboy, disguised as the twins, went in their place to Belle Reve to investigate the ice villains. Icicle Junior was attracted to Tuppence Terror and retained an obsession with her. In Team Year Four, Aqualad engaged the Terror Twins with the intent of capturing them. On December 1st, Team Year Five, the Twins were among those imprisoned on Kylstar's ship. They were freed and were among those returned to Earth. They evaded capture due to Grodd's telepathic intervention.
On March 23rd, Team Year Six, the Terror Twins were part of a team led by Kaldur'ahm assigned to capture Blue Beetle. Tommy Terror wasn't so sure about the mysterious Tigress joining up with them but backed off when she suggested he question Black Manta's decision. In the Cave, he collared Superboy and was eager to exact revenge but Kaldur'ahm denied him the satisfaction. Tommy also collared Impulse then socked him. Tommy chided Kaldur'ahm for still having a soft spot of his old team but he watched as his leader gave the order to blow up Mount Justice. Kaldur'ahm's team returned to the Manta Sub and turned over Blue Beetle, Impulse, and Beast Boy.
The Twins joined Queen Bee's meta-squad Onslaught. On November 1st, 01:44 UTC+3, Team Year Eight, Onslaught was present as part of a security force protecting a meta-human auction held in an abandoned mall in Al-Qawiya. Devastation ordered the Terror Twins to guard the slave pens after Nightwing's covert team made moves to shut down the auction. Tommy Terror was annoyed about missing out on all the action. His spirits lifted after Nightwing and Tigress came to free the meta-humans. Black Lightning zapped the Terror Twins and reckoned that was fun. Tuppence Terror rammed Nightwing while Tommy Terror landed behind Tigress and the meta-humans. Tigress fired arrows at Tuppence Terror. Nightwing jumped on Tommy Terror's back and bashed his head with escrima sticks but got grabbed. Nightwing countered and wrapped his legs around his arm and flipped him to the floor. He got up and clocked Nightwing. Geo-Force and Tara Markov arrived and combined their powers to make a towering wall to block the Twins.
On November 22nd, the Terror Twins, Icicle Junior, and Holocaust gathered up the meta-humans at the Meta-Human Youth Center's Harvest Festival and placed them in pods. Tuppence Terror had Mist. Garfield Logan, as a snake, constricted her while Virgil Hawkins took Mist away. She managed to get Father Box and opened a Hush Tube underneath. Eduardo Dorado Junior teleported away and Bart Allen ran off just in time. Tuppence Terror peeled Logan off and slammed him. Dorado Junior teleported to her and applied an Inhibitor Collar. Logan shifted into a gorilla and decked her. Tommy Terror burst out of his pod in a rage but Hawkins' collared him then Logan turned into a rhino and rammed him. Tuppence Terror was forcefully conscripted into Task Force X by Amanda Waller. On February 23rd, 11:19 PST, Team Year Ten, a Task Force X squad led by Black Manta was assigned to kidnap Clayface, now Harlan Matthews, during his day job as a Bowhunter Security security officer. Due to prior experience, Brick was hesitant to deal with Bowhunter again. Captain Boomerang was skeptical those "bargain basement mercs" were going to fight for "the prize" once they saw them.
Tuppence Terror agreed with Boomerang and thought it was the easiest gig Waller ever gave them. She took offense to Boomerang referring to her on a first name basis and told him she was "Miss Terror." She then told him to step back and remarked he was worse than Icicle Junior. After Captain Boomerang's exploding boomerang went off, Brick and Tuppence Terror simultaneously smashed two steel reinforced doors on both ends of the warehouse Bowhunter was stationed at. They later knocked Jim and Roy Harper out. The Task Force X squad secured Matthews in a container and flew off in the Manta-Flyer, heading to Bayou Bartholomew. Boomerang was annoyed with Monsieur Mallah and asked how he was supposed to understand "monkey boy." Tuppence Terror corrected him and stated Mallah was a gorilla. After Brick made fun of Boomerang, Tuppence Terror reckoned Mallah said something along the lines of "Just add water." She was correct. On February 23rd, 16:16 CST, Bio-Ship fired on Manta-Flyer and took out the stabilizers. Boomerang refused to help move Clayface's pod. Tuppence Terror asked him if he wanted to tell Waller they lost Clayface.
Brick convinced Boomerang to just disconnect the wires while he and Tuppence Terror did the heavy lifting. They held Clayface's pod over their heads as they walked waist-deep through the swamp. The squad sighted Belle Reve Penitentiary about four miles away but all other Task Force X transports were away on missions. Boomerang didn't like the idea of walking all the way back. Tuppence Terror got annoyed since he wasn't the one holding the pod. She also didn't like him calling her a "sheila." They were surprised to be surrounded by Bowhunter Security security officers. Brick and Tuppence Terror dropped the pod and fought. Raquel Ervin trapped her inside a forcefield bubble. She didn't believe it would hold her. Ervin invited her to keep punching it. The Task Force X squad was defeated and turned over to Warden Economos.
