Starro is an alien lifeform that resembles a gigantic version of an Earth starfish and has some vast mental powers. Starro later landed on Earth but fell victim to freezing temperatures. It lay frozen for several thousand years before being discovered by Atlanteans in the 21st century. Dr. Vulko, of the Science Center, made the study of the creature his top priority. The Light came to learn of the discovery due to a leak by Prince Orm, Ocean-Master, and assigned Black Manta to extract it. Unable to steal it, Black Manta resorted to plan B and blew it up. A small piece survived and began to regenerate in only a few days. With Poseidonis in ruins and insecure, Prince Orm suggested the echinoderm be taken to the surface world for further study.
The remains ended up on loan to the Gotham City branch of S.T.A.R. Labs. On November 5th, the remains were stolen by Riddler and Sportsmaster then delivered personally to the Brain. On December 5th, the sample was combined with Utility Fog nanorobotics and techno sorcery courtesy of The Brain, Professor Ivo, and Klarion. Starrotech was harvested from the Starro sample and was to be used on the Justice League in the finale of phase one of the Light's plans.
