Cameron Mahkent was born with an albino pigment and developed cryokinetic super powers. He also displayed a ruthlessness overshadowed only by his father's. However, he showed little interest in his son. Icicle Senior and Sportsmaster were affiliated at one point and as such, Cameron and Artemis became friends. Mahkent later became Icicle Junior. Despite not claiming to care about his father's approval, it seems Junior is aiming to earn his respect.
On July 4th, at 9:01 Pacific Daylight Time, Icicle Junior was sighted in Star City and was defeated by Green Arrow and Speedy at the Capstone Bridge. After dodging his ice projectiles, Speedy shot a trick arrow that knocked out Icicle Junior. On August 27th, 07:54 PDT, Artemis was arrested and encountered Junior. They caught up and Artemis was able to glean some intelligence off him about the Independence Day attack. At 08:33 EDT, she reported it to Green Arrow.
The 17 year old Junior was sent to a juvenile facility. He then sued to be tried as an adult. As a result, he was transported to Belle Reve Penitentiary as prisoner 89P41730. Junior was smitten with Tuppence Terror and quickly befriended Tommy Terror who were actually Miss Martian and Superboy, respectively. While going to pay respects to his father, Junior was jumped by Professor Ojo, whom he had history with. During the mass break out attempt, Junior was assigned to breaking a wall that led to the Women's Wing. However, Superboy convinced him to take the initiative to make his father proud and investigate master control. Superboy continued to manipulate Junior and made him think Mr. Freeze was making a power play against his father.
On February 17th, Team Year Five, Icicle Jr. was tasked with helping excavate a fragment of Tiamat statue from a mountain in Verhoyhansk. Junior carefully used a laser to cut through the mountain as Sportsmaster egged him on. Junior successfully unearthed the fragment just as Alpha Squad, led by Superboy, arrived. Alpha defeated them both and recovered the fragments. However, both villains escaped capture and left Alpha to deal with the impending avalanche. Superman arrived on scene to help divert the flow and save the villagers nearby.
Over the years, Junior became obsessed with Tuppence Terror and came under the employ of Queen Bee. In Team Year Six, he helped oversee the delivery of kidnapped teenagers to the Light's new partner. Alpha Squad later intervened and saved some of the teenagers. During the battle, Miss Martian rendered Junior unconscious with her telekinesis. On March 23rd, he was part of a team led by Kaldur'ahm assigned to capture the Blue Beetle. He was no match for Impulse and was knocked unconscious for the latter half of the mission. He later joined Queen Bee's meta-squad Onslaught.
On November 1st, 01:44 UTC+3, Team Year Eight, Onslaught was present as part of a security force protecting a meta-human auction held in an abandoned mall in Al-Qawiya. Icicle Jr. went outside to check on a disturbance and immediately recognized the intruder as Superboy. He knocked out Bialyan soldiers as Icicle told him he didn't forget he "stole" his girl even though she turned out to be Miss Martian but he was totally into her. Superboy admitted he was into her first then bent a tank's turret. Superboy gave Icicle credit for bringing them together and mentioned they were engaged. Icicle congratulated him and admitted he always thought they made a great couple and mused there was hope for him, too. Superboy agreed. Superboy kicked him into a car bumper.
On November 22nd, the Terror Twins, Icicle Junior, and Holocaust gathered up the meta-humans at the festival and placed them in pods. Holocaust and and Icicle Junior blasted at Kid Flash but were tricked into hitting each other. Icicle Junior was knocked into a pod and Holocaust was frozen. On September 16th, Team Year Ten, Icicle Junior agreed to be handcuffed and wear an Inhibitor Collar in order be permitted to attend Conner Kent and M'gann M'orzz's wedding in Happy Harbor. He shushed Marvin White for rambling out loud about being the only one who had no idea Kent and M'orzz were super heroes and shed a happy tear as the ceremony started. During the reception, Icicle Junior caught her wedding bouquet. Lucas Carr admitted he didn't see that coming.
