When Ares invaded Washington DC, the President was escorted to a secure underground bunker to plan counter measures. However, the bunker was not far enough and the President suffered rage from being in the proximity of Ares. He quickly ordered the destruction of Themyscira as an attempt to stop the armies from growing. When Ares was killed and status quo established, the President reverted back to his meek and elderly persona.
