Like other cities in Earth-X, Tulsa is ravaged by the New Reich for resisting the regime. Reichsmen demanded citizens to turn over their undesireables and they would spare the city from further harm but promised to destroy it if they continued to resist. Several Freedom Fighters arrived to help the refugees flee. Phantom Lady instructed everyone to hold the line to give the refugees a chance to make it to safety. The Ray, Black Condor, and Red Tornado took to the skies and attacked the Reich's vehicles and tanks. Doll Man and Phantom Girl took out soldiers near a bridge. To their surprise, the Reich forces retreated but it was only because the New Reichsmen arrived. Overgirl, Black Arrow, and Blitzkrieg attacked the Freedom Fighters. Overgirl decked Red Tornado into the river, ripped his arms off, and blasted his head with her heat vision. Phantom Girl distracted her with shadow manipulation while the Ray extracted Red. As his systems failed, Red Tornado asked Ray to destroy his Neuro-Cortex to prevent the New Reich from finding the location of the Freedom Fighter's base of operations.
Just as Vibe arrived to them, Doll Man was killed by a heat vision blast. Black Condor rushed ahead to cover the others' retreat. Phantom Lady joined him. However, Blitzkrieg ran ahead and fatally wounded Ray with a blade. Ray blasted him away. Vibe opened a portal to Earth-1 and pushed Ray through. As the assault on Tulsa continued, Black Arrow and Blitzkrieg reported to Overgirl. They confirmed Doll Man was dead but were still searching for Black Condor and Phantom Lady. They believed Vibe opened a breach for the Ray, who had the Neuro-Cortex of Red Tornado. She ordered them to prepare a final strike on the Freedom Fighters. They converged on Vibe's location. Vibe attempted to escape into a corridor but he was defeated by Blitzkrieg. Blitzkrieg discovered Vibe was running a multiuniversal trace and that Ray was sent to Earth-1.
