In the dimension designated Earth-X, Oliver Queen was trained by the New Reich, the fascist ruling government of the planet, since he was a child. Queen moved up the ranks, becoming a general and taking on the codename Black Arrow. Overgirl, Black Arrow, and Blitzkrieg deployed to Tulsa to oppose a group from the Freedom Fighters. Black Arrow started with a exploding arrows then took aim and fired at Black Condor. Red Tornado repelled an arrow then blew Arrow away but he was no match for Overgirl. Condor and Doll Man battled Arrow in tandem. Doll Man got an idea and asked Condor to get him close. Phantom Lady appeared behind arrow and used her shadow manipulation to blond him. Doll Man shrank and jumped onto Arrow's shoulder then threw up a net arrow. Condor used an ability to redirect the arrow at its owner. Arrow was snagged by the net. After the Ray was entrusted with Red Tornado's Neuro-Cortex, he dodged Arrow's fire while Condor fell for Overgirl's attack. Arrow demanded the cortex.
Black Condor and Phantom Lady tried to create an opening for the others to escape. Arrow fired exploding arrows at Condor then Overgirl nailed him. Overgirl wanted the Reich prepared for a final strike on the Freedom Fighter's remaining forces. Arrow and Blitzkrieg saluted her and continued with hunting down Phantom Lady, Black Condor, Vibe, and the Ray. The New Reichsmen soon found Vibe and Blitzkrieg prevented his escape. They discovered he was running a multiversal trace to track Ray's trajectory. Blitzkrieg located him on Earth-1. Overgirl was dispatched and she returned with the Neuro-Cortex. They discovered the Resistance Headquarters was in New York City at the Grand Central Terminal.
The New Reichsmen went ahead of Reich forces and faced off against the Freedom Fighters on the Grand Central Terminal's roof. Black Arrow targeted Condor and fired several arrows at him. Condor tried to help Ray against Overgirl with aerokinetic blasts made with his wings. Arrow fired another arrow. Condor destroyed it with eye lasers but it detonated too close and dropped him to the roof. They squared off again but Condor flew right to Arrow and tackled him. Black Arrow blew up the Resistance gunners on the roof tops. While Overgirl and Ray were at a stalemate, Condor stomped Arrow with both boots. Arrow was taken into Resistance custody. Arrow and Blitzkrieg watched as Overgirl was shot across the city into the bay by the Ray.
