Crime Alley is the oldest region of Gotham City and is in the north, collectively referred to as Old Town. Spared any further development for its historical value, Old Town was a symbol of the past and slowly declined like a open wound. Its most famous area was the glamorous Park Row. However, decades ago, the murders of Thomas and Martha Wayne at the hands of Joe Chill signaled the beginning of a decline into what it is now known as, Crime Alley.
In modern times, drifters, homeless, and vagrants populate the slums, with little hope. It was here that Batman found an orphaned Jason Todd attempting to steal the wheels off the Batmobile. Eight years later, Todd planned to stage his final confrontation with Batman in an apartment in Crime Alley, rigged with explosives. He challenged Batman to either kill him and save the Joker's life or kill the Joker, with a handgun. Batman refused and disarmed Todd with a hidden Batarang. Todd retaliated by activating the explosive payload. Batman only recovered the still living Joker from the rubble.
