Death at the hands of the Joker was not the end of the second Robin, Jason Todd. While being stored at the United States Embassy of the Republic of Bosnia and Herzegovina, Todd's body was stolen by men hired by Ra's Al Ghul. As penance for his role, Al Ghul sought to use a Lazarus Pit to resurrect Robin and return him to Batman. The plan backfired when Todd returned in a damaged state. He went into an uncontrollable rage, dispatched several guards, and escaped the compound. Al Ghul sent his army to search for Todd for months but found nothing. He assumed Robin died again. Al Ghul was wrong. Todd was angered that Batman never fully avenged his death and decided to travel the world and train in preparation to confront his former life. During this time, he found his biological father's grave and crafted a mask from his casket. Todd took on the form of his worst fear and became the next Red Hood.

Five years after his death, Jason Todd returned to Gotham City as Red Hood. In the first phase of a multi-part plan, Red Hood set up a meeting of Gotham's eight most prosperous drug lords and forced them to accept his protection from Black Mask and Batman, in return of 40% of their gross profits and to spare children. As an incentive, he then showed them a duffel bad that contained the severed heads of the mobsters' lieutenants, all killed within two hours' time. Then, his first act was to order a band of thieves to steal one of Black Mask's shipments from Gotham Bay. Unbeknowst to them, the shipment was an Amazo, worth millions. While he watched from afar, the thieves were caught by Batman. Batman was joined by Nightwing, drawn to Gotham based on intelligence of a new Red Hood, and together they destroyed the Amazo. Red Hood made his presence known and executed the thieves with a sniper rifle. He then led Batman on a high speed chase from the Bay to the Ace Chemical Plant, the birthplace of the Joker. Hood then blew up his getaway car and the factory.

After two days, there was a heavy uptick in drug trafficking but decrease in overall crime. Black Mask was infuriated and ordered Hood's death. However, both he and Batman were listening in on a business meeting. They intercepted a late night weapons delivery atop a rooftop via helicopter. Just as Red Hood was about to fly away with 10 cases of assorted Submachine Guns and PPW's, 5000 .45 caliber Automatic Colt Pistol rounds, and two cases of Rocket-Propelled Grenades, Batman and Nightwing fired an electromagnetic device into the helicopter and disabled it. Red Hood led the duo on a rooftop chase, evaded capture, and detonated a rail hub, injuring Nightwing. Upon analyzing footage, they noted how well trained Red Hood was, how well he knew Batman's moves, and the type of weaponry he had to counter them with. Batman was horrified when he cleaned up the audio to hear Red Hood call him "Bruce" before riding off on a motorcycle. Black Mask soon went on the offensive and began attacking various establishments and mob figures associated with Hood.

Red Hood was amused and eventually appeared to intervene in an attack on Tyler Bramford. The Fearsome Hand of Four, assassins hired by Black Mask, appeared and proceeded to kill Hood. Batman later joined the fight. In the finale, Hood killed one of the assassins by overloading the firing mechanism in his helmet, splattering his head across a building. Batman and Red Hood then argued about his intentions to take over crime in Gotham. Batman noticed blood on one of the assassins' swords and analyzed it, confirming it to be the blood of Jason Todd. As Batman sought answers, Red Hood began killing anyone associated with Black Mask, taking cuts, and eliminating competition instead of absorbing them into his empire. He then shot a Rocket-Propelled Grenade straight into Black Mask's office. Black Mask conformed exactly to Hood's plans and extracted the Joker from Arkham Asylum. As soon as the Joker surfaced at the Gotham Bridge, Red Hood appeared. Despite Batman's interference, Red Hood took custody of the Joker into the Gotham Bay and swam to nearby Crime Alley.

Now awaiting Batman, Red Hood beat Joker repeatedly with a crowbar and reinacted his death as the final phase of his revenge. After fighting Batman back to the apartment, Red Hood gave Batman an ultimatum: kill the Joker with a handgun or Hood would do it himself. Batman refused to comply and blocked Hood's gun with a miniature Batarang. The backfire disfigured Hood's hand but he activated a set of explosives to take everyone down. Batman managed to find Joker and return him to Arkham but Red Hood was nowhere to be seen.
