Chico is a low-level street gangster under the employ of Black Mask. In an effort to draw out Red Hood, Mask ordered a hit on Tyler Bramford, a drug kingpin recently placed under Hood's protection. Chico was about to light Bramford on fire with an improvised bottle but Hood shot it. Instead, Chico was lit on fire and he fled the scene in shock.
