Roman Sionis inherited Janus Cosmetics, a multi-million dollar company, after his parents died in a fire. Sionis' lack of experience led to Janus' bankruptcy. Wayne Industries bought out the company but Sionis became obsessed with getting his company back. He fashioned a black mask from his father's coffin and attacked Wayne Industries employees. During a battle against the Batman, the black mask was burned into his face permanently. He was left with no finger prints nor distinguishing marks, too.

Since then he became known as Black Mask, and used his wealth to create a vast organization called the False Face Society. The Society acquired cutting edge technology and weapons to sell on the black market to the highest bidder for large sums of money. He also developed a brilliant criminal mind and drafted strategies to combat the law in Gotham. And any of his followers who hesitated or failed him in some way were usually killed on the spot. Black Mask is distinguished for being the first crime boss to gain control of the entire city in 20 years. He then took a cut of several drug lords' profits, higher than 40%.

In a bid to buy his way to high-end international trafficking and ascend from local affairs, Black Mask acquired an Amazo and stood to make millions of dollars from a laundry list of puppet dictators and psychopaths aiming to purchase it. Angered by Amazo's destruction thanks to Red Hood, Black Mask ordered his death. However, during a simple delivery of several weapons, 10 cases of assorted Submachine Guns and PPW's, 5000 .45 caliber Automatic Colt Pistol rounds, and two cases of Rocket-Propelled Grenades, Red Hood intervened again. Black Mask decided to go on the offensive and took out hits on various establishments and figures associated with Red Hood, including the Baret Rouge Club and Tyler Bramford, to draw him into conflict with hired assassins, the Fearsome Hand of Four.

When that failed and Red Hood attacked him with a Rocket-Propelled Grenade, Black Mask took desperate measures. He arranged for the breakout of the Joker and tried to enlist his aid in killing Red Hood. Joker agreed and gathered several crime lords, including Black Mask, as bait. He imprisoned them within a delivery truck, started a police stand off on the Gotham Bridge, and proceeded to light the mobsters on fire. Batman arrived in the Batwing and doused the truck in flame retardant. While Batman, Joker, and Red Hood took to a final showdown in Crime Alley, the mobsters were rounded up by the Gotham City Police Department. Black Mask was released on $1 million bail and awaited a hearing while still under investigation for an alleged complicity in the Joker's escape from Arkham Asylum. He ultimately ordered the deaths of the two Arkham guards charged with aiding in the Joker's escape.
