During the return of Batman, the current President was Ronald Reagan. Batman's continued activities continued to be an embarrassment to Reagan's administration. While delegating the matter to the state and city level in public, Reagan asked Superman to convince Batman to go back into retirement. Amid the Corto Maltese conflict, Reagan saw the Soviets as nothing more than bullies and told the people America would stand up for freedom and the good people of Corto Maltese, but slipped it was to protect American interests in the region. As the conflict worsened, Reagan addressed the people from an undisclosed location about the firing of a Coldbringer nuke. A week later, Batman's success in keeping Gotham City in order was another blow to the administration. Reagan ordered Superman to take Batman down.
