Merkel is one of the few good men working in the Gotham City Police Department. James Gordon recognized his trustworthiness and had Merkel work alongside him for decades. After the return of Batman, Merkel informed Gordon of two helicopters stolen by Batman, reactivated the Batsignal, and later alerted Gordon of the Mutant Gang gathering at the Pipe. Months later, during the Coldbringer crisis, Merkel alerted Commissioner Yindel to a Batman sighting. He was surprised when Yindel called off any move against Batman.
