The Mayor of Gotham City was a typical bureaucrat obsessed with making sure his decisions reflected that of public opinion. The Mayor was not pleased with Commissioner Gordon's inactions against the Mutant Gang and Batman and named Captain Ellen Yindel as his successor. He vowed to personally sit down with the Mutant Leader and negotiate a peaceful settlement. However, the Leader almost immediately ripped out his throat. The Mayor was succeeded by his Deputy Mayor, Stevenson.
